UNM’s Nika Melia Leaves Parliament

United National Movement chair Nika Melia announced that he is leaving the Parliament, and will focus on his campaign as the Mayoral candidate for Tbilisi after the ruling Georgian Dream party’s withdrawal from the EU-brokered April 19 deal. Melia said other UNM members will remain present at the legislature, as per his appeal.

Melia argued the governing party quit the agreement “afraid” of its clause that required calling snap parliamentary elections if the Georgian Dream received less than 43% of votes in the 2021 local polls. 

“Georgian Dream saw very clearly … that they are losing in these elections,” stressed the opposition leader. “It does not matter whether the GD recognizes the 43% principle, we will participate in this referendum, defeat the GD, and they will have to hold snap elections.”

Melia warned the opposition “not to even mention” boycotting the local elections. As for the largest opposition group’s presence in the Parliament, the UNM chair said he pleaded to his colleagues to retain mandates and see through the endorsement of constitutional amendments.

“If they [GD lawmakers] refuse to do this as well, then the international community will see even more clearly what kind of treachery they are dealing with,” he warned.

The constitutional amendments envisaged by the April 19 deal stipulate that any future parliamentary polls must be fully proportional, while the next two shall have an election threshold between natural and 2%. According to the existing legislation, elections are fully proportional starting with 2024 general vote, and the threshold is 5%.

The largest opposition group decided to enter the Parliament without joining the EU-brokered deal on May 30, by the time most of the other opposition lawmakers had signed and taken up their mandates. The UNM had cited the agreement’s amnesty clause for the anti-occupation unrests of June 19-21, 2019 as one of the reasons for not signing.

European Council President Charles Michel said on July 29 consultations are starting with a number of Georgian political actors, after the ruling Georgian Dream party quit the April 19 deal.

President Michel noted he has “equally” taken note of the governing party’s withdrawal, and the largest opposition party United National Movement’s refusal to sign the agreement.

The European Council President said he remains convinced that the agreement, penned as a result of his mediation between Georgian political parties, “is the best way to advance a reform agenda which would strengthen the democratic institutions of Georgia and help bring about prosperity, jobs, and growth.”

“I see no alternative to continued in-depth electoral and judicial reforms, and free and fair local elections,” he added.

In the aftermath of the governing party’s withdrawal over what they called “insulting one-sided loyalty” to the agreement, President Michel has already held an informal meeting with Georgian President Salome Zourabichvili to discuss the development.

The April 19 agreement was the conclusion of a nearly two months long mediation, launched by President Michel on March 1. The process aimed to resolve Georgia’s political crisis which ensued after all eight elected opposition parties rejected the results of the October 2020 general vote as “falsified,” and launched a parliamentary boycott.

“Washington is growing increasingly alarmed about repeated setbacks to Georgia’s democratic future,” said a strongly-worded July 29 U.S. Embassy statement in response to the ruling Georgian Dream party’s withdrawal from the EU-brokered deal.

The Embassy stressed that the U.S. “is deeply disturbed and exasperated” by the governing party’s unilateral decision to quit the April 19 deal – “another deviation from the letter and spirit of the negotiations Georgian Dream participated in and the agreement they signed.”

It argued that the decision to quit “only creates more political instability for the country and raises questions about Georgian Dream’s commitment to achieving Georgia’s democratic goals, goals that Georgian Dream itself set for the country.”

The Embassy pointed out that 115 MPs from at least six of the nine elected parties had signed the deal and pledged to overcome “deep polarization,” following six months of “difficult but collaborative” negotiations. Georgian Dream had cited the refusal of four elected groups, including the largest, United National Movement-led bloc, to join the agreement as reasoning to quit.

Noting that all signatories should be held accountable to their commitments, the Embassy stressed that “Georgia’s interests will be best served” if the judicial, constitutional, and electoral reforms envisaged in the deal are implemented by “multiparty consensus, rather than by unilateral action of one party.” It said that this is the most responsible way to end “Georgia’s cycle of political crises.”

The U.S. Embassy called on all parties to work together in fulfilling in “good faith” the commitments under the Agreement, which are “vital” for Georgia’s European integration.

U.S. State Department Spokesperson Ned Price and seven Senators of the Foreign Relations Committee on July 28 leveled criticisms against the ruling Georgian Dream party for quitting the EU-brokered April 19 agreement

Spokesperson Price argued the withdrawal “undermines an agreed upon way forward for the country through needed reforms and risks a return to political crises.” He called on all political parties to work together to “advance’ Georgia’s Euro-Atlantic integration. 

The bipartisan group of Senators – Jeanne Shaheen (D-NH), Ron Johnson (R-WI), Jim Risch (R-ID), Ben Cardin (D-MD), Rob Portman (R-OH), Chris Van Hollen (D-MD) and John Barrasso (R-WY) – dubbed as “disappointing” the ruling party’s decision to “unilaterally walk away” from the deal, during a “pivotal time” for Georgia’s democratic development. 

They said that recent developments in the country “undermine” the efforts envisaged by the multiparty agreement, including the “critical” judicial and electoral reforms. 

“It was disappointing that not all elected parties signed the agreement or implemented the agreement in good faith,” added the Senators. The electoral bloc led by the largest opposition United National Movement party, also Alliance of Patriots, European Georgia, and Labor party were the four elected opposition groups that had refused to join the deal.

But the Foreign Relations committee members stressed that “it is largely incumbent upon the ruling party to set aside political differences and pursue an inclusive, multiparty parliamentary process.”

They also called for free and fair local elections in October 2021, and a “continued commitment” to strengthening the rule of law through reforms. “A failure to advance democracy in Georgia may result in conditioning aid, jeopardize Georgia’s pursuit of EU and NATO membership, and damage the U.S.-Georgia bilateral relationship. Only the Kremlin benefits from such an outcome,” the Senators highlighted.

Opposition politicians, those who signed the April 19 deal and those who refrained alike, slammed the ruling Georgian Dream party’s decision to withdraw from the agreement brokered by European Council President Charles Michel. 

Below is a compilation of the reactions:

MP Tina Bokuchava, United National Movement party, nonsignatory: “The 43% [threshold] was a very big threat [to the Georgian Dream], and they think [by quitting the deal] they avoided the obligation for holding snap elections. … [But] our international partners are already expecting from the Georgian Dream to hold the snap elections if they receive less than 43% [in the 2021 local polls], so they are inevitable.”

MP Giorgi Vashadze, Strategy Aghmashenebli, signatory: “Unfortunately Georgian Dream thinks this country is a toy in its hand. We did not expect – and probably no one else did either – that they would take such a brazen step. After this decision, I have communicated with our Western partners, and it is time to begin working on enforcing large-scale mechanisms in response to the non-fulfillment of Charles Michel’s document. These could include many things, among them sanctions, as we discussed. Probably, the imposition of personal sanctions will be sped up.”

MP Levan Ioseliani, Citizens party, signatory: “I think this step by the Georgian Dream is highly irresponsible, taking into account the effort that was put into signing Charles Michel’s document. The country, the political spectrum, spent unimaginable energy so that agreement could have been reached and the Georgian Dream rejected it unilaterally.”  

MP Khatuna Samnidze, Republican Party, signatory: “They didn’t stand a chance [to garner] 43% [of votes]! Since July 5 they have been trying to intensify confrontation – they involved the [Orthodox Church] Patriarchate, radicals … nothing helped. They tried to think of an excuse, and because they are not smart enough, they decided to blame [quitting the deal] again on the opposition. This [move] means rejecting Europe, the U.S., every partner of ours, every person in this country who has at least a flicker of hope of change! This is their aim – complete nihilism, complete control, full destruction of democracy in the country …”

MP Davit Bakradze, independent signatory: “Today Georgian Dream drew a dividing line. On one side there is the ruling party, left alone, and the threat of Russian future, while on the other side we, the Georgian public, opposition and our Western partners must stand together. Every one of us is obligated not to possibility allow confrontation with our [international partners], and diverging from our pro-Western course. 

Giga Bokeria, European Georgia, nonsignatory: “Another brazen decision by the [Georgian Dream founder billionaire Bidzina] Ivanishvili’s regime, first of all, confirms that they are in panic, and cannot comprehend that they have a grave situation in terms of public support. … Second, it again shows to everyone, within and outside the country, their true face that their word has zero value. What’s most important is that we, the entire public, must defeat this dangerous and shameful regime in local elections, [so that] they will have to call snap elections.” 

Shalva Natelashvili, Labor party, nonsignatory: “There are a few solutions to the situation. We must start a national-liberation movement. The opposition [parties] that entered the Parliament must immediately leave that palace of evil and misfortune. Our partners – the EU and the U.S. must instantly freeze Bidzina Ivanishvili’s every criminal billion.”  

U.S. Concerned as Media Attack Organizers Remain at Large

U.S. Ambassador Kelly Degnan expressed today concerns that the organizers of July 5-6 attacks against media representatives in downtown Tbilisi have not been arrested.

“It is very good to see that individuals have been arrested, they have been investigated, but there needs to be thorough, impartial, professional investigations into these cases,” noted the U.S. Ambassador, adding that “what is concerning is that […] organizers of the attacks have not been arrested and since it is quite clear that these were organized targeted attacks […] it is important […] that the organizers be held to account.”

The U.S. diplomat said “all of the individuals and the organizers who were involved in this attack” against journalists and other citizens, “need to be investigated, they need to be prosecuted and where appropriate, they need to be convicted to the full extent of the law.”

Stressing that media freedom plays a central role in a healthy democratic system, Ambassador Degnan underlined that the attacks against Journalists on July 5-6 “were very concerning, especially because they were well-organized to target journalists and they were part of a pattern that we have been watching develop over the last year and a half.”

The U.S. Ambassador also said it was important for the authorities to send “a clear message that violence, hate speech, organized attacks against the media and other citizens, are not acceptable in Georgia, will not be tolerated and that there will be legal consequences to pursuing that.”

“There needs to be a very clear message to those organizing these attacks against journalists and against media freedom, that there are consequences and that this will not be tolerated, and it is not acceptable,” she added.

At least 53 journalists were attacked on July 5 by far-right homophobic mob that hit downtown Tbilisi streets to disrupt LGBT pride march. At least one more journalist was assaulted the following day. One of the beaten journalists, TV Pirveli cameraman Aleksandre Lashkarava passed away a few days after the attack in suspicious circumstances.

To date, police have arrested 25 persons over the attacks against journalists, including on charges of unlawful interference with the journalist’s professional activities under the threats of violence, persecution under violence, or threat of violence and group violence. No arrests have been made on charges of organizing violence.

Ned Price, spokesperson of the U.S. Department of State on July 13 floated the idea of sanctions over the human rights violations. Price said, “the safety of every Georgian journalist and the credibility of democracy in Georgia, in fact, require that every individual who attacked peaceful protesters and journalists on July 5th and 6th or those who incited violence – they must be identified; they should be arrested and prosecuted to the full extent of the law.”

On July 16, police carried out searches in houses of key far-right figures that spearheaded the July 5-6 homophobic rallies and took them for questioning, albeit none of the alleged organizers have been arrested so far. 

Prime Minister Irakli Garibashvili claimed on July 24 that the authorities have “arrested all aggressors.”

18 local civil society organizations stated Georgian Dream’s withdrawal from the EU-brokered April 19 deal “constitutes a straightforward rejection of Georgia’s Euro-Atlantic course and the peaceful development of the country through democratic reforms.” 

The CSOs argued the move serves “only a desire to retain power,” alluding to a clause in the agreement that obligates holding early parliamentary elections in 2022 if the ruling party receives less than 43% of votes in the October 2 local polls in 2021. 

They stressed the GD “is ready sacrifice” the country’s prosperity, foreign policy orientation and relations with strategic partners to stay in power.

The joint statement was signed by key CSOs, Transparency International (TI) Georgia, International Society for Fair Elections and Democracy (ISFED), Georgian Democracy Initiative (GDI), Open Society Georgia Foundation (OSGF) and civic movement Shame, among others.

Fifteen years ago, Georgia took the decision to radically change its approach to children with special educational needs (SEN). The change led to the abandoning of decades of Soviet and post-Soviet practice that saw children with severe needs were either educated in separate, often inadequate institutions, or just kept at home. Children with less severe needs, meanwhile, were left to go it alone in regular school with no extra support.

From 2004, the country embarked upon a journey to create an inclusive learning environment for all children, with pilot programmes running from 2004 to 2010. Since that time, Georgia has done a lot to include children with special educational needs in the general education system. In 2009, the number of students with SEN registered in Georgia was 160. In the academic year 2020/2021 there were 9,637 children with special educational needs in Georgia’s public and private schools — some 60 times the figure in 2009. This growth reflects an increase in awareness and access, as well as an increase in requests for professional diagnosis. It also indicates the state’s increased ability to provide inclusive education: today, 68% of Georgia’s public schools educate children with SEN, employing around 2000 special education teachers. After fifteen years of reforms, children with SEN are increasingly able to engage in academic and social learning.

The positive shift has been reflected in changing of negative attitudes and a reduction in stigma around children with special needs.

“In the beginning the public looked students with special educational needs differently,” a special education teacher from Tbilisi, who has been working for over a decade, told us. “They perceived me differently too, they used to call me ‘the special educational needs teacher’. They had different perceptions about what these children want. They pitied them. And they were afraid, worried that their own children would learn tics from them. The teachers were afraid too. If we recall the old times, teachers simply refused to have these children in their classes. Especially when some of them exhibited difficult behavior…But this has been overcome slowly.”

Special educational needs vary enormously from child to child, and often require an individual, tailored approach. Therefore, with almost 10,000 children with SEN to educate, there is a huge responsibility on the public school system in terms of accommodating these diverse needs and assuring inclusion of all children in the school and consequently, in public life.

As part of the U.S. Embassy-funded Georgian Educational Advocacy Project, we reviewed quantitative and qualitative data and spoke to a public and private special education teachers and specialists, parents, state representatives and experts to examine the issues children with special educational needs face in general education. The research showed that despite the significant strides in inclusive education provision that have taken place, there are still multiple challenges faced by students with SEN.

Since 2004, Georgia has adopted much international best practice when it comes to SEN. The identification of SEN is no longer tied to children with disabilities. Public schools identify students with special educational needs, parents request a special education teacher from the Education Ministry, which then provides a ‘multidisciplinary group’ to study the case. Based on which special needs are identified, a special education teacher is assigned to the school and an individual curriculum is developed. Special education teachers work with children during and after school hours, most often in specially allocated resource rooms equipped with additional materials and specially designed literature. Official assessment and teaching standards are provided by the ministry and additional guidebooks are available or being developed.

All this represents a significant positive shift away from the stigma related to SEN. However, on the implementation side of the mechanism there are important gaps, caused by a lack of sensitivity and awareness among teachers, parents and school administration, best reflected in a case one special education specialist shared with us.

“Someone told me, they wanted to enroll their kid with SEN in a public school and the school did not accept them, even though they did not have a right to reject. The parent made a formal complaint and the school received an official rebuke. The principal then called [the parents] apologized and said they would accept the kid.”

Cases like this indicate that stigma is still prevalent, but varies on school-by-school or class-by-class basis. In some cases however, stigma is more pronounced, especially in cases of children with problem behavior.

“I found out from a [SEN] child’s parent that their class was going on a school excursion and they were not notified about it. I don’t know whether this was because of the other parents or the teachers but that’s what happened. They said that the kid would not be able to keep still,” said a special education specialist from Tbilisi.

The biggest problem appears to be human resources. In the multidisciplinary assessment group, there might be one person responsible for an entire region of Georgia, or a couple of hundred children. This makes it impossible to conduct monitoring or follow-ups after the initial assessment is made. According to the Georgian human rights Ombudsman, “the quality of inclusive education largely depends on the existence of qualified teachers, the involvement of specialists in the educational process and their qualifications.” A lack of specialists leads to a lack of in-depth assessment of students, inconsistencies in individual curricula development, gaps in inclusive teaching and a lack of monitoring. Often special teachers are general education teachers retrained in inclusive education, but such retraining is seen as insufficient. “We don’t have professionals with focused specializations [in the school system]. Special education teachers with master’s degrees are rare, basically nonexistent in regions. Mainly these are [regular] teachers who did training as special teachers, especially in regions. They don’t have a deep field knowledge and long experience, only basic knowledge,” said Diana Janashia, Family and Community Services Coordinator at MAC Georgia, an educational charity.

In addition, stigma among parents, who are at times unwilling to have their child assessed by a specialist, hinders diagnosis and inclusion. This is especially problematic in the regions. Most children with SEN tend to be from municipal centres, and very few from remote villages. This suggests that more active work is needed in hard-to-reach communities. Low finances seem to account for the lack of qualified personnel. Recent increases in school funding and teacher salaries could serve to increase the quality of inclusive education. Special education teachers were only recently enrolled in the Teacher’s Professional Development and Career Advancement Scheme, a career ladder which allows them to receive extra status and salary add-ons. This will hopefully attract more qualified personnel and increase the motivation of existing special education teachers, resulting in a higher quality of inclusive education. The first qualification exam is yet to come.

While overall Georgia has successfully introduced inclusive education, the qualification of special education teachers, the number of field specialists outside large cities, and the awareness of teachers and the public in general still requires fundamental work. The system needs to provide enough incentives to attract qualified personnel and keep them motivated to excel.

As Tatia Pachkoria, Chief Specialist at the Inclusive Education, National Curriculum and Assessment Center, remarks: “We need more qualification and more belief in inclusive education. We need to instill the unconditional belief that this is an organic part of education. The more you imbue education with inclusiveness, the more successful the education system is in general. We need to see and believe this: That inclusivity is a priori an indicator of a properly functioning education system.”

Judoka Bekauri Wins First Gold for Georgia in Tokyo

Judoka Lasha Bekauri secured today the first gold medal for Georgia in the Tokyo Olympic Games, after winning to German Eduard Trippel in the final of men’s 90kg category.

21-year-old Bekauri made his way to the final after defeating Mikhail Igolnikov of the Russian Olympic Committee in semifinal earlier today.

This is Georgia’s third medal at the Tokyo 2020, after judokas Vazha Margvelashvili and Lasha Shavdatuashvili won Olympic silvers in men’s 66kg and men’s 73kg categories, respectively.

Bekauri’s victory in men’s 90-kilogram judo marks the third ever Georgian olympic gold in the category, after Zurab Zviadauri’s win in Athens in 2004 and Irakli Tsirekidze’s gold in Beijing in 2008.

35 Georgian athletes are competing in Tokyo, in 11 sports. The Government of Georgia has promised to award gold winners with GEL 1 million (USD 324,000). 

Georgian Dream Quits EU-brokered Deal

Ruling Georgian Dream party chair Irakli Kobakhidze announced the EU-brokered April 19 deal as “annulled,” claiming it “served its mission and exhausted itself” 100 days after signing, with the majority of opposition lawmakers having refrained from joining.

“We can see our international partners do not find it necessary to strictly demand from the radical opposition to sign and participate in implementing the document,” said MP Kobakhidze. “One-sided loyalty to the April 19 agreement is insulting for our party, and our voters will not forgive us this.”

MP Kobakhidze pointed out that the opposition parties that signed the agreement received only 10% of the votes in the October 2020 parliamentary elections, while the electoral bloc led by the largest opposition United National Movement party, as well as the Alliance of Patriots, European Georgia and Labor party, the four opposition groups that received parliamentary mandates, refused to join the deal. 

The GD party chair claimed the “radical opposition,” who did not sign the deal, were planning to “repeat their political sabotage” after the ruling party would pass the 43% threshold in the local polls in October. “The radical opposition is doing everything so that ahead of the elections the polarization deepens, instead of decreasing.”

About the provision on holding early elections if the GD receives less than 43% in local polls of October, MP Kobakhidze said: “We are ready to call snap elections on our goodwill, even if we receive 53% instead of 43%, as long as we see in the actions of the opposition parties that our political system is ripe for effective coalition governance.”

The GD chair argued that the ruling party had followed through with implementing the clauses of the deal on the release of alleged “political prisoners,” electoral reform and “pausing” Supreme Court appointments, and will further adopt constitutional amendments, judiciary reforms and amnesty law on the anti-occupation unrests of June 19-21, 2019.

He also argued that by “annulling” the agreement, the political processes in the country will continue in accordance with the “constitutional order.”

Ruling party’s move sparks opposition criticism

The ruling party’s withdrawal sparked criticism from opposition parties that had signed the April 19 Agreement, agreeing to end a half-a-year-long parliamentary boycott over what they called “rigged” 2020 parliamentary elections. 

MP Mamuka Khazaradze, Lelo party leader, slammed the GD for “betraying our Western partners, the Georgian people, peace and stability.” He invited opposition parties for holding consultations on the way forward, “that could include boycotting the local elections.”

MP Zurab Japaridze of Girchi – More Freedom announced that he is leaving the Parliament, and will again demand his mandate to be terminated. He said the GD’s withdrawal is a refusal to “the country’s Euro-Atlantic future.” “This is how dictatorship takes hold, slowly and arrogantly,” MP Japaridze stressed.

“Today it was officially confirmed that Georgia’s foreign [policy] orientation has changed,” said independent MP Salome Samadashvili, comparing the GD’s move to former Ukrainian President Victor Yanukovych rejecting the Associated Agreement with the EU. 

It is so far unclear how the GD’s decision will affect the opposition’s presence in the Parliament.

Public Defender of Georgia stated that law enforcement agencies have not yet identified and taken appropriate measures to bring to justice the organizers of July 5-6 homophobic pogroms, which resulted in attacks on more than 50 journalists.

This creates a “syndrome of impunity,” stressed Ombudsperson Nino Lomjaria in her July 27 statement

The Ombudsperson argued that since the July 5 violence spree, physical and verbal abuse against media journalists, and obstruction of their activities has “become, virtually, a daily activity.”

The statement highlighted that these circumstances “endanger” journalistic activities, and could lead to self-censorship among news professionals due to safety risks.

Georgian officials often exhibit a “disrespectful” attitude towards journalists and “politically justify” the attacks, instead of condemning them, the Ombudsperson asserted.

The statement noted that the officials “have a special role and responsibility” in this issue, as the public has “become highly polarized and increasingly intolerant of dissenting opinion.” 

Far-right groups had called a counter-rally to the July 5 Pride March, canceled subsequently due to lack of safety guarantees, in the weeks ahead of the event. 

Key figures spearheading the counterprotests, Guram Palavandishvili, the founder of Society for Children’s Rights, and five anchors of Kremlin-friendly alt-right outlet Alt-Info TV were all questioned on July 16, and then let go from police stations. Officers also searched their houses.

Law enforcement authorities have not clarified if the persons are under investigation over allegations of organizing the group violence that erupted during the counter-rallies.

PACE President Visits Georgia

President of the Parliamentary Assembly of the Council of Europe, Rik Daems, is visiting on July 27-28 Georgia, where he has already met Prime Minister Irakli Garibashvili, Parliament Speaker Kakha Kuchava, as well as lawmakers of the ruling and opposition parties.

At the meeting with Georgian PM, the two discussed the October 2 local elections, July 5-6 homophobic violence and the implementation of the EU-brokered April 19 deal. PM Garibashvili said the Government is “motivated” to hold the polls in a “calm and transparent environment,” the Government Administration press service reported.

“The PM noted that police performed at a high level [on July 5-6], every act of violence against journalists will be investigated shortly and every wrongdoer punished appropriately,” said the press release.

According to the same report, the Georgian PM said that provisions envisaged in the EU-mediated deal have been implemented, and the process continues. Foreign Minister David Zalkaliani was also in attendance at the meeting

The nearing local polls and the EU-brokered deal were the key discussion topics during the PACE President’s meeting with Parliament Speaker Kakha Kuchava as well, as reported by the Parliament’s press service. 

The report cited President Daems as saying that all political parties must participate in implementing the agreement struck between the GD and the opposition. United National Movement party is the only major opposition group that has refrained from signing. 

Meeting with governing party chair MP Irakli Kobakhidze and lawmakers Giorgi Khelashvili, Maka Bochorisvhili and Irakli Chikovani, the PACE President Discussed regional developments and Russian occupation of Abkhazia and Tskhinvali Region/South Ossetia. 

“We’d like the PACE to observe directly the ongoing processes in the occupied regions, especially as regards the protection of human rights,” said MP Kobakhidze.  

The PACE President also sat down with opposition lawmakers – Khatia Dekanoidze of the United National Movement, Badri Japaridze of Lelo, Khatuna Samnidze of the Republican Party, Aleko Elisashvili of the Citizens and Pridon Injia of the European Socialists.

“We are clearly pointing out that unfortunately, Georgian Dream has a trait of disrespecting and violating agreements,” said MP Japaridze, stressing the need for international partners to step up “pressure” on fully implementing the agreement.   

Also on June 27, President Daems met the Georgian delegation to PACE, as reported by the Parliament’s press service.

During his two day trip, the PACE President is set to also meet Justice Minister Rati Bregadze and Interior Minister Vakhtang Gomelauri.

Bishop Spiridon (Gocha Abuladze) of Skhalta, previously involved in the Ninotsminda orphanage controversylashed out at the West and LGBTQ rights, and claimed that the EU and NATO integration is “the path to hell” for Georgia.

The Bishop claimed that the EU and U.S. are “poisoning and depraving” the country through their diplomatic missions. “Nothing can help Georgia as long as all these foul, filthy embassies remain,” he asserted in July 24 sermon.

The clergyman claimed that the Western embassies, and fifteen opposition parties, that agreed to defend LGBTQ rights, encouraged Tbilisi Pride to attempt holding the march on July 5, “despite the Church and the Government warning them not to demonstrate their immorality and depravity and anger the people.”

Bishop Spiridon claimed that LGBTQ rights activists “survived quite well” on July 5, taking into account they “insulted” the faith and “condemned” the God, which he said that Georgians have vehemently defended in the past.

Referring to a Georgian condom brand winning a blasphemy case at the ECHR, the clergyman claimed that the West is “telling us to insult the sacred.”

Another clergyman, Metropolitan Anton (Bulukhia) has accused the U.S. and EU Embassies of forcing “profligate, obscene and depraved ideals” on Georgia. The Orthodox Church also lambasted foreign diplomats over “supporting LGBTQ+ propaganda activities,” and accused them of “drastically interfering” with Georgia’s public spiritual life.

Georgia’s Colchic Rainforests, Wetlands Granted World Heritage Status

UNESCO added Georgia’s Colchic Rainforests and Wetlands to its list of world heritage sites on July 26.

This is the first Georgian site added to the list for its natural attributes. It includes 1,100 species of vascular and non-vascular plants, including 44 threatened species, some 500 varieties of vertebrates and harbors 19 threatened animal species, including the Colchich Sturgeon, said UNESCO.

The site is comprised of seven parts on an 80km span along Georgia’s Black Sea coast. It includes the revered Kolkheti National Park of Samegrelo and Guria regions and Kobuleti and Kintrishi Protected Areas, and Mtirala National Park in the Adjara Autonomous Republic.

Kolkehti National Park is one of the first natural sites in Georgia. It was established as a National Park in 1998, and is home to unique Colchic forests and wetlands.

A nature reserve was created in Kintrishi in 1959, while the Protected Areas were established in 2007. It is located along the Kintrishi river valley situated among the Khino mountains. The Areas offer tourist trails, as well as picnic and camping places.

Kobuleti Protected Areas were established in 1998, and it is unique with its sphagnum swamps.

Mtirala National Park was established in 2007. It is located on Adjara Mountain Range, and is one of the most humid parts of Georgia. The Park includes dense forests, offers hiking and horse-riding tours and a zipline.

Besides the Colchic Rainforests and Wetlands, three other Georgian sites are inscribed on the World Heritage List, Gelati Monastery, Historical Monuments of Mtskheta and Upper Svaneti region, for their cultural attributes.

Alarms Raised As Homophobic Ads Open Election Campaign

Key election watchdogs have raised alarms that derogatory political posters which appeared in capital Tbilisi on July 24, targeting the United National Movement party, media, and civic and LGBT+ rights activists, are “a call to violence” and endanger those depicted.

The posters showed ex-President Mikheil Saakashvili, UNM’s leader-in-exile, Giga Makarashvili of Shame Movement, Giorgi Tabagari, Director of Tbilisi Pride, representatives of TV channels critical to the government, Nika Gvaramia of Mtavari Arkhi, and Nodar Meladze and Vato Tsereteli of TV Pirveli, and Davit Kezerashvili, a wanted UNM-era Defense Minister and Formula TV shareholder, under a rainbow’s arch.

The images showed up at various locations promptly after UNM chair Nika Melia announced on July 23 his run for the Mayor of Tbilisi in the October 2 local elections. Captions on the posters said “No to Natsis [derogatory term to describe the UNM], No to evil,” a slogan previously used on derogatory billboards in 2018, in the heat of the Presidential campaigns.

The watchdogs, International Society for Fair Elections and Democracy (ISFED) and Transparency International (TI) Georgia, said that in light of the July 5 homophobic pogroms and the increasing “verbal attacks” by the Georgian Dream government officials against critical media, the posters could endanger the lives of the civic activists and journalists.

“Disseminating posters such as these risks conducting the upcoming election campaign in a calm environment,” the watchdogs stressed.

The Tbilisi City Hall told Georgian media that its municipal inspection service found two persons who put up the placards and fined them GEL 1000 (USD 320) each for “distorting the appearance of the city.” Vice Mayor of Tbilisi, Andria Basilaia later vowed that “as soon as more people are identified they will definitely be fined.”

Giorgi Iakobashvili, founder of anti-UNM Davasrulot [Let’s end them] movement, and the editor of online media outlet For.ge, assumed responsibility for the development. “These were posters of truth, not of hate,” he stressed on July 24, and vowed his movement “will do everything to end the Natsis.”

They fined my people. They took down my posters. They almost declared me an enemy of the people,” said Iakobashvili in a subsequent Facebook post, decrying the City Hall’s response to the developments. He then put up a digital version of the poster and asked his supporters to share it.

Giorgi Tabagari of Tbilisi Pride said he received dozens of tag requests on the image from people who shared it online on Facebook. “Most of these profiles are linked to ruling Georgian Dream,” he argued, accusing the governing party of “instrumentalizing” homophobia prior to the elections. 

“This is not part of our campaign,” said GD’s Archil Talakvadze, Vice-Speaker of the Parliament. “Our campaign kicked off with a program, and a positive candidate.”

Georgia Wins First Two Olympic Medals in Tokyo

Judokas Vazha Margvelashvili and Lasha Shavdatuashvili have won Olympic silver, Georgia’s first two medals so far in the Tokyo Olympic Games.

28-year-old Vazha Margvelashvili secured his silver medal after losing to Japanese Judoka Hifumi Abe, 23, in the final of men’s 66kg category on July 25. Margvelashvili had defeated South Korea’s An Baul in the extra period of the semifinal.

This was Margvelashvili’s first Olympic medal. Previously he has won gold, silver and bronze medals in several judo championships.

Lasha Shavdatuashvili, 29, today clinched a silver medal, after losing his bout with Japanese Shohei Ono, also 29, in the final of 73kg category. Shavdatuashvili had defeated An Chang-rim of South Korea in the semifinals.

This was Shavdatuashvili’s third Olympic medal. He won gold in the London Olympic Games in 2012, and bronze in the Rio Olympics of 2016. Besides the Olympics, Shavdatuashvili has previously secured titles of judo world and Europe championships.

35 Georgian athletes are competing in Tokyo, in 11 sports. The Georgian Government has promised to award gold winners with GEL 1 million (USD 324,000). 

The 32nd Summer Olympics commenced in Tokyo on July 23, and will conclude on August 8. The Games were supposed to take place in 2020 but were postponed for a year due to the COVID-19 pandemic.

The Parliament has failed, thrice in a row, to elect Central Election Commission (CEC) Chair and two members, this time with a 3/5 majority vote.

The three candidates the Georgian Dream lawmakers backed – Giorgi Kalandarishvili for chairpersonship and Maia Zaridze and Gia Tsatsashvili for membership – received 81, 78, and 77 votes, respectively, and are expected to be elected in next week’s voting, which will require a simple majority, 76 votes.

If the appointments go through with a simple majority they will serve for six months, as the new election legislation says any CEC candidate elected without support from 2/3 of Georgia’s 150 lawmakers are bound for a temporary term instead of the regular five years.

The previous three votes, with 2/3, 2/3, and 3/5 thresholds, respectively, all failed as the opposition MPs have refused to back the three.

Three other candidates, Giorgi Santuriani for chairpersonship and Tamar Sartania and Lela Taliuri have received minor support in the three past rounds of voting.

The 2/3 majority threshold and the anti-deadlock mechanism were introduced under the new election legislation, amended in June as per the EU-mediated April 19 agreement between the GD and opposition parties.

CEC Chair Tamar Zhvania resigned soon after, on July 1, to allow the parties to elect a new candidate as part of a “wider political compromise.” The two membership seats became available after new rules increased the number of “professional” CEC members from six to eight.

Multinational Agile Spirit Drills Begin in Georgia

The U.S. and Georgia-led Agile Spirit 2021 multinational biennial military exercise kicked off today at the Senaki military base in western Georgia.

About 2500 troops from fifteen NATO members and partners – Georgia, the U.S., the UK, Ukraine, Poland, Romania, turkey, Latvia, Estonia, Germany, Azerbaijan, Spain, Canada, Italy and Lithuania – are participating in the drills on July 26 – August 6.

Of the military personnel, 1,600 are Georgian troops, 700 – U.S. servicemen while 250 from other participants, the U.S. Army Europe and Africa reported

The drills will five cover locations in Georgia – Vaziani Training Area, Vaziani Military Airport, Orpholo Training Area, Senaki Air Base, and Sorta/Eki training area.

The exercises include command, staff, and field training, including airborne operations and live fire, according to the Georgian Defense Ministry.

These are the tenth Agile Spirit exercise hosted by Georgia. Launched in 2011, the drills were an annual U.S. Marine Forces Europe exercise between the U.S. and Georgian forces. But since 2018, it transitioned to a biennial U.S. Army Europe and Africa exercise, to be held on every odd number year.

The drills aim to promote regional security and strengthen the capacities of Allied and partner countries.

“Sack me, if you can!” gloated Vice Premier Tea Tsulukiani facing the journalist after having snatched her microphone. Through her words, the arrogant government speaks, the government that has realized its power is no longer checked, that it can abuse and ridicule its opponents, but yet, lives in fear, that it might have to answer – one day – for its actions. This fear, well justified, pushes it to commit more violence. It will go as far, as we, the citizens, would allow.

The government both wants and plans to go further in its abuse. The man who works as Prime Minister of Georgia said, that the will of the majority is above the constitutional rights of the minority. That the state should obey not the constitution, but the will of this majority. The mic-snatching Vice Premier added, that the state may not be able to protect the minority if it goes against the wishes of the majority.

In reality, the “majority” these officials speak of does not exist: it is yet another mask that the government wears to justify its actions, after having finally dropped the pretense of legality.

The government still tries to conceal its violence. It plays the victim, trying to argue that its actions are, in fact, defensive, against the violence of its opponents.

Who are these opponents then, who abuse the government? The officials say these are the minorities (in this specific case, the LGBTQ community) and the media.

Those who accuse the media of violence, draw an equivalence between the words and the fist. Holding a different opinion or a discordant worldview is thus equated to physical violence. If this notion is held true, then beating or, in extreme cases, killing someone who is different from you, is possible, is justified. This is exactly what VP Tsulukiani says and does.

Certain forms of governments are prone to such tricks. George Orwell has described them in his dystopic “1984”: “The War is Peace” is one of the most known slogans he coined as an epitome of such ideological “flip”.

But let us try to follow the trail of thought that equates violence by word or by thought to physical violence, trace its origins and see, how appropriate it is to use it.

The notion of epistemic (cognitive, knowledge-based) violence has emerged in French post-structuralist discourse and in post-colonial studies in the 1970s. Gayatri Spivak, an American literary theorist, has expanded on the ideas of Michel Foucault and Edward Said in her seminal article “Can the subaltern speak?” These thinkers argued, that subjugated, or “subaltern” groups suffer epistemic, as well as physical, violence since they are bereft of the right to speak for themselves. Others speak about them, and in their name, robbing the subaltern of their voice.

This very notion – that the oppressed groups suffer from epistemic, as well as physical violence – is instrumentalized by our government. Paradoxically, the government, that claims not only to represent, but to be the majority, that has the army, police, prosecution, courts, official and unofficial ideological machinery, hate groups, and troll factories at its service, that employs violence both in word and in deed, claims that it is, in fact, the victim of violence by others.

And how are these “others” abusing the government? Simply by existing as “others”, by assuming and vindicating their difference. To the government’s eyes, they are violent, because they refuse the government’s own perception of what is real and what is “normal”.

In fact, this whole ideological fog obscures the void: the only thing the government really wants is to preserve its power by any means, including violence.

When Vice Prime Minister, the Minister of Culture Tea Tsulukiani employs physical violence, verbal abuse, and cynical ridicule against the journalist, supporters of the “Georgian Dream” clap and say she has a great sense of humor. Only eighty years ago, party supporters were clapping for the executions of the “enemies of the people”.

When MP, Doctor of Law Shalva Papuashvili manhandles his female colleague on the parliament floor, he tramples morality and says he did not employ violence – she did. MP Papuashvili’s party colleague, MP Tsilosani agrees – perhaps the opposition MP wanted to throw poison in the Speaker’s face, she asks. Eighty years ago, people were shot for less.

The language of the violent government is self-reproducing – it always says the same: when a citizen or a group of citizens counters the government, they are subjected to violence and then accused of being violent. The government presents itself as a mere victim.

What the Prime Minister and Vice Premier essentially tell us, is that we have left the Constitutional space and entered into the space of violence, albeit dressed into a festive ritual of countering the enemies of the state and the church. This violence is, still, thinly, but veiled.

The LGBTQ community is its first victim, in many ways, the easiest victim. It is serving as a sacrificial lamb – a role that might be later assigned to others. Those who think themselves protected, or believe that they are not belonging to any kind of minority, are mistaken. They have two possible roles to choose from: either that of a potential victim or a passive collaborator in violence visited on others.

The only essence of this government is its strive towards undivided power, there is no other, hidden meaning. It is ready to dress its power in any kind of ideology – in 2012 this was Social Democracy [the Georgian Dream is the member of Socialist International], today it is piety and the defense of the church. But its piety is just as fake as its social-democracy was.

The government’s orthodox piety today is just as fake as its social-democracy was yesterday.

During its 9 years of governance, the only objective this – otherwise inept – government pursued with gusto and efficiency was to destroy the political opposition and neutralize free media. During these nine years, this objective could not be fully achieved through legal means, or by bending the law. After July 5, the government has decided to switch to violence. So far, this violence is exacted by the hands of subordinate, but formally external actors – muscled men on the leash of the security service and the Patriarchy, who are aided by the inaction of the police, which is fast becoming tantamount to collaboration.

The continued governance by the Georgian Dream will mean only one thing: unbridled, violent rule by oligarch Bidzina Ivanishvili and the financial or social groups that are close to him. The political space is being eviscerated, it has been emptied of the concrete political meaning. What remains is the struggle for saving democracy and statehood. The political space – with its differences and debates – would have to be re-established after this struggle is won.

Georgia is not the first country where oppression takes root, but it is still hard to accept that this is happening to us.

It is hard for many to accept this reality. Nothing much has changed in their own private lives. The machinery of violence has, so far, spared them. So they believe that everything is fine. Whether or not Georgia will survive as a democratic state will depend on how many of its citizens would refuse to stay silent, avert their eyes, and keep posting flowers and bees on social media. How many would refuse for Georgia to become a plaything of the oligarch, who is speaking in the name of the majority and agitating its puppets to cynically abuse the powerless?

We already saw one of these puppets, full of pent-up hatred, cynical, yet still fearful, throw down a gauntlet – “Sack me, if you can!”

Let us prove, that we can.

Redjeb Jordania Obituary

Redjeb Jordania died on July 15, 2021, almost 100 years after his birth in the French town of Vanves in December, 1921. People often remember Redjeb as the son of Noe Jordania, the Head of the government of the short-lived Democratic Republic of Georgia (known in Georgia as the First Republic). Indeed, Redjeb was a living link to the First Republic, a novel political experiment which to this day remains neglected by scholars, and by Georgia’s politicians and historians. The First Republic lasted two years and eight months (May 1918-February 1921) before it was occupied by the Red Army; it was a brave experiment in democracy, amidst civil wars and contesting Great Powers seeking dominion in the Caucasus after WWI. It is true that many of us who love and study Georgia cannot untangle Redjeb from the history and politics of his country – he would not want us to do so – but Redjeb was more than a link to the past, he was a force in the present. All of us who knew him, never ceased to be astonished by his talents and energy, even in his eighties and nineties when he was traveling back and forth to Georgia to organize conferences, promote the history and achievements of the First Republic, and to reconnect with a homeland he had not been able to visit before 1990.

Redjeb was multi-talented – a composer, a professor, a boat builder, a writer and memoirist, and a wonderful raconteur. I first met him in 1998 at the Harriman Institute, Columbia, along with his partner Peggy (together for 41 years), when we were celebrating the 80th anniversary of the First Republic. That same year (1998), Redjeb convened the first major international conference in Georgia on the history of the First Republic. It was a joyous event and I always remember Redjeb at the heart of the conference, pulling things together without money or support, bringing the conference to life through his willpower, enthusiasm, and dedication. He was celebrated on Georgian TV and in the news as a living memory. Not only did he look like his father, Noe, but embodied the return of the forbidden past, unspoken and uncelebrated for over 70 years under the Soviet regime.

Redjeb tied us to the lost era of Georgian republicanism, but did his best to tighten the knot that connected modern Georgia to Europe. Throughout the 1990s, when Georgia was seen as a failed state, Redjeb sponsored English language programs in Georgia, and participated in conferences in the U.S. and Europe on Georgian history and contemporary politics. He was active in returning the “Château” in Leuville, near Paris, to the newly independent Georgian government. The “Château” played a central role in the life of the Georgian government in exile, which continued its struggle for Georgian independence throughout the 1920s, ’30s, and ’40s. Redjeb spent much of his childhood there during the balmy Parisian summers and was concerned about its future. In recognition of Redjeb’s contributions to defending the legacy of the First Republic, along with his dogged championing of Georgian culture, Redjeb was granted Georgian citizenship in 2012 by Mikheil Saakashvili, President of Georgia.

Redjeb raised an important question, and he was the first to do so – why was it that the First Republic was not commemorated or celebrated in Georgia itself?  Why were there no monuments, no parks or universities named after the founders of Georgian democracy? This is a puzzle and it should be rectified. Fortunately, the situation in Georgia today is changing, which Redjeb lived long enough to see. Young Georgian scholars are curious about their country’s modern history, and both during and after the 100th anniversary of the republic in May 2018, we have seen the publication of abundant materials from the Georgian National Archives on this extraordinary period in Georgia’s history. This is above all Redjeb Jordania’s legacy. He reignited the curiosity of modern Georgian citizens in the Democratic Republic of Georgia. He reconnected them to this defiant little republic which between 1918-21 was recognized by European social democrats as one of the most democratic states in the world. With the death of Redjeb Jordania, we have lost a great friend, a talented musician, a recorder of Georgian history, and a patriot who defended modern Georgia as best he could when no one else was paying attention.
