Georgia has witnessed unbelievable violence during the first week of July. The homophobic mob, egged on by the religious extremists that are entrenched in the Georgian Orthodox Patriarchy and encouraged by the Government’s inaction, targeted the activists of Tbilisi Pride (which had to be canceled), civil society representatives, and critical media. At times, unchained violence broke on simple passers-by who happened to be “inappropriately” dressed. Many people – and an unprecedented number of journalists, 53 – were injured. One cameraman, Lekso Lashkarava, who was reportedly beaten by tens of assailants, was found dead two days after having being discharged from the hospital. The July violence has further increased the gap between Georgia’s democratic aspirations and the reality: it has been years now, that the key indicators are slipping, while polarization and violence in Tbilisi and in the country grows.

It is hard to believe, that this violence was spontaneous, or a result of police incompetence. We have seen in the past years, that the police possess and can deploy substantial resources and skills to control the mass protests. After all, millions were spent on equipping and training the riot police – including by the partner countries. Almost one month has passed after the violent events, but nobody took the political responsibility. The Minister of Interior, faced by the opposition and media protest in the Parliament, left the hall without providing his report. The inaction of the government, coupled with hate speech and, at times, even physical confrontation of the officials with their critics, is perceived by ultra-conservative, violent groups as an encouragement, especially since their leaders remain unpunished.

It is hard to believe, that this violence was spontaneous, or a result of police incompetence.

What is happening in Georgia, is a premeditated attempt by the small, but influential group of the religious and civil authorities to cancel democracy while pretending to act in the name of the majority of Georgians. Violence on journalists is not a culmination, but merely an intermediate step of this plan. If this attempt goes unpunished, they will do worse.

This is because the organizers of this group have no positive agenda – they only want to cling to money and power indefinitely. Now that they have embarked on the path of violence, the stakes got higher: many are conscious that they took part in criminal actions and shall the winds chance, may be prosecuted. For this very reason, any means are now good to cling to power.

Society must respond to this unbridled aggression peacefully, but in an organized fashion, which is both realistic and feasible.

In reality, those who are rationally engaging in violence and organized pogroms are a minority, and their actions not only do not reflect the will of the majority of Georgians but directly oppose it. These minority groups benefit from impunity and gain influence because they hope that their friends and supporters high up – in the government and the patriarchy – will always stand by them, will continue to provide protection, resources, and information which feeds their violent actions and, it seems, their personal fortunes, too.

But their fortunes may turn. They are a political asset now but may become a dangerous liability tomorrow. What happens then? Nobody from their protectors would shed a tear. They feel the time is short, and that’s why they are going all in, trying to capitalize on transient success. The more time passes, the higher the risk that they will be chosen to carry the buck. The democratic civil society must use it as an advantage.

We can be confident, that this violence, will fail, sooner, or later. This is because they have already failed the battle of ideas: resorting to physical violence is a clear indication that they have no more arguments and are fighting the rearguard battle. Yes, the danger will persist, their failure won’t be automatic and nobody – neither the United States or the European Union – will fight this battle for us. The future of Georgia’s democracy, and, therefore, the future of Georgia is to be determined by the Georgian citizens, it is up to us to carry the risks and shoulder the effort.

To succeed, the public protest against violence, intolerance, and all those vices that were on display in July must move beyond spontaneous rallies and demonstrations, take a much more organized, determined, and, crucially, diverse form. It is hard to recall a pro-democratic civic movement that achieved anything without having a long-term vision and specific plan of action. Of course, events may emerge that change the political context, but these are events outside our control and therefore, we cannot possibly count on them. It is therefore essential to come up with a clear and large-scale, democratic action plan which will represent a consensus of all democratic forces.

To succeed the public protest against violence must move beyond spontaneous rallies.

This is a difficult task, but not impossible, especially now, when the democratic center became a target of violence and reprisals and is, thus, existentially threatened. The non-violent, pro-democratic, civic project and movement shall have clear objectives and an obvious plan. This is the precondition for the survival of the democratic center, and for its ultimate victory.

This is not the task only for the liberals to undertake, because, despite their influence and their experience in spearheading the protest, there are not many of them. Without them, no change is possible, but only they are not capable of achieving a breakthrough. What is important to acknowledge, is that the future of Georgian democracy, the rule of law, and of individual citizens is not only of concern to liberals. It is not true, that the Georgian society is cleft in two – a small group of liberals on one side and orthodox traditionalists on the other. Our country is very diverse and we, liberals, who like to think about diversity, must reflect this preference to diversity in concrete actions.   We must build bridges to other groups that are also trying for their voice to be heard. Unfortunately, today we again are at the stage when the dividing line does not pass through political beliefs and preferences for various nuances of democratic governance but is rooted in our vision of the future – do we want to live in a free, democratic, society, or a quasi-authoritarian, backward, failed and poor state?

It is not true, that the Georgian society is cleft in two – a small group of liberals on one side and orthodox traditionalists on the other. Our country is very diverse.

Politics and civic activism are the domain of ideas. If we insist on perceiving our society divided in two, that is the political world we would get, and the actions we would take. But if we can demonstrate to ourselves and to the outside observers, that our society has many more factors of unity, than of division, then we would be able to form a wide and strong democratic coalition. The majority of Georgian citizens do not like violence in our streets, are against corruption in government, church, or politics, and want to have a brighter, more promising future in the country. To live, where her or his rights are respected and where the law serves society, rather than party or criminal bosses. This is the link that unites liberals and conservatives alike.

We are at the stage when the majority must realize that it is not a monolithic whole, but a sum of individual minorities, and that it must act accordingly, so that tomorrow, other of its composing parts are not targeted by the unbridled mob. Some groups are not actively protesting violence and effectively stand outside the democratic process because nobody speaks to them today. To find the missing links that unite, the liberal forces must deliberate internally, and with conservatives, the city with the village, those better off with less fortunate.

The mistake that we often made, was to assume that we cannot possibly understand each other. But the situation has changed now: there are no complex issues, the tragedy of the past days has driven a clear line dividing the society between the majority that resents violence and the minority that supports it. The choice is now simple: living in modern, civic society or choosing obscurantist diktat of the clerical and political elite. Most Georgian citizens prefer the first option, even those who do not speak out publicly – at least not yet.

Only wide, inclusive dialogue can bring about the “grand coalition” which is required for meaningful pro-democratic change. Political parties, media, and civic activists have their role to play in that coalition. But its membership must go beyond these traditional actors – the real civic coalition must be built from local communities up, consolidating in the capital at the highest political channels – through the parliament, but also through civic action, protest, or diplomatic relations. Such a grand coalition, which, alongside good ideas, would have good and actionable plans and international support would be a strong combination for our future combat for liberty – of which there would still be many, and soon.

The democratic community of nations will understand the ideals of such a coalition and will find the common language with it. Statements made by our international partners are a testimony to their unwavering support of democratic civil society. In the immediate future, free media and civil society will come under increasing pressure from the radicalized groups that unite, more and more obviously, under illiberal banners and consolidate significant financial and political resources. The international community, which could always count on Georgian civil society as an ally in building the democratic future, will yet have to play an important role in assuring the resilience of these actors and for making sure that pressure exerted upon it does not remain without international reaction and tangible response.

Georgia’s democratic forces can still do a lot, but in the political battle that is upon us, in an incomplete, damaged democratic system, the victory will depend not only on the soundness of ideas and arguments but on better organization and on building a truly democratic coalition. Nobody will be a loser of this combat, save the small group of violent criminals. And this is what Georgia needs now: a shared victory. If we achieve it, not only the democracy won’t be canceled –  which is now a real danger – but it would emerge strengthened and with a wider basis of support required for a systemic reset.

U.S. Donates Half Mln COVID Vaccines to Georgia

The United States has donated half million Pfizer/BioNTech COVID-19 vaccines to Georgia. The largest-ever shipment of western-made vaccines to Georgia arrived in Tbilisi International Airport in the early hours of July 24.

Prime Minister of Georgia, Irakli Garibashvili expressed on Twitter “deep gratitude to [the President of the U.S. and] the US government, our main strategic partner, for the generous donation of Pfizer vaccines.”

The Prime Minister, together with Health Minister Ekaterine Tikaradze and U.S. Ambassador Kelly Degnan were present in Tbilisi International Airport as the shipment arrived in the Georgian capital. 

“We are very pleased to be able to present these life-saving vaccines as a gift to the people of Georgia, as part of our strategic partnership,” said U.S. Ambassador Kelly Degnan.

The registration for getting U.S. donated Pfizer vaccines will begin on July 24, while the jabs will be administered starting from Monday, July 26.

The White House announced the plan to donate millions of COVID-19 vaccines globally, including for Georgia, in early June.

Georgia initiated vaccine rollout on March 15. As of July 23, a total of 391,781 persons have received at least a single dose of coronavirus vaccine, with 136,734 persons beeing fully vaccinated. The country is currently administering China-made Sinopharm and Sinovac vaccines, as well as Oxford/AstraZeneca and Pfizer/BioNTech jabs against COVID-19.

The Georgian health authorities reported 2,460 new cases of COVID, 1,082 more recoveries and 20 fatalities on July 23, with the tally of total confirmed cases reaching 398,081, among them 370,565 recoveries and a total of 5,656. The number of active cases stands to date at 21,834.

UNM’s Melia Joins Tbilisi Mayoral Race

Nika Melia, chairperson of the United National Movement, the largest opposition party, entered the race for Mayor of Tbilisi, Georgia’s capital city on July 23. He will join forces with Elene Khoshtaria of Droa political movement who will run for the Tbilisi City Council (Sakrebulo) chairpersonship.

“Time has come, not only in Tbilisi but in the whole Georgia for coalition governance, based on mutual control and healthy competition,” said Melia standing next to Khoshtaria at the campaign launch that was streamlined on social media. He noted the coalition governance was the most effective way “for development, welfare, and for defeating corruption.”

Melia also said Zurab Japaridze, right-libertarian Girchi-More Freedom party leader will run as vice-mayoral candidate, while the United National Movement will not put forward majoritarian candidates for Tbilisi districts in favor of other opposition outfits.

Giga Bokeria, European Georgia party leader endorsed the candidacies of both Melia and Khoshtaria. It so far remains unclear whether other opposition outfits will be backing Melia-Khoshtaria’s bid for Tbilisi leadership.

Nika Melia fought for Tbilisi mayorship in 2014, losing to Georgian Dream’s Davit Narmania in the runoffs, with Narmania receiving 72.47% of votes and Melia – 27.53%. Elene Khoshtaria ran for Tbilisi Mayorship in 2017, finishing the fourth with 7.11% of votes (28,411).

Mtavari Arkhi TV Demands Probing Culture Minister’s Microphone Grab

Mtavari Arkhi TV has addressed the Prosecutor’s Office after Culture Minister and Deputy PM Tea Tsulukiani on July 22 grabbed the microphone off its reporter Ema Gogokhia.

Nika Gvaramia, the director of the channel critical to the government, claimed today Minister Tsulukiani’s actions constitute two crimes – robbery and interference with journalist’s duties. He also called for the microphone to be returned to the channel.

Gvaramia argued the incident “is dangerous” and also “an inspiration for another attack on journalists and encourages another wave of violence.”

Footage aired by Mtavari Arkhi TV shows Minister Tsulukiani saying “Ms. Ema is no longer a journalist, I am … the microphone is mine,” immediately after taking away the equipment piece.

The incident took place at an opening ceremony of the Senaki town theater rehabilitated by Cartu Foundation, founded by Georgian Dream founder Bidzina Ivanishvili.

Ridiculing Gogokhia, Minister Tsulukiani also called on those attending the event to clap for the journalist, and some of them did. The Mtavari Arkhi reporter called the police, who she said told her they couldn’t approach the Minister.

Addressing the event after the incident, the Culture Minister continued ridiculing the journalist and said “they have called some people in vain,” alluding to Gogokhia’s call to the police.

Minister Tsulukiani added she will return the microphone on October 3, the day after local elections, after “they are forever put to the place they belong.” GD government officials are accusing Mtavari Arkhi of “being run” by the United National Movement, the largest opposition party.

The Deputy PM also posted a selfie, and said the channel will have “to appoint a journalist in the regions that will be able not to allow being disarmed so easily when attacking a respondent.”

The development followed allegations of “psychological violence” being mounted recently by Georgian Dream officials and the Georgian Orthodox Church Patriarchate against the government-critical TV networks. The latter are on their part accusing the former of “encouraging” the homophobic pogroms that ended in attacks on 53 journalists on July 5.

Media Advocacy Coalition joins calls for a probe

The Media Advocacy Coalition, which unites over a dozen civil society outfits, called on the law enforcement agencies to probe into “the seizure of Mtavari Arkhi TV’s property and unlawful interference with journalist’s activities.”

Citing recent statements by Prime Minister Irakli Garibashvili, and the Orthodox Church Patriarchate, the Coalition on all public figures and the Church to stop “sowing hostile attitudes among the public and discrediting the media.”

The Coalition also urged the authorities to “stop encouraging violence against journalists.”

“If there was some street fight, the state stopped it,” said Georgian PM Irakli Garibashvili today, grilled by reporters on the government’s measures to hold accountable the organizers and perpetrators of July 5 homophobic pogroms that ended in attacks on 55 persons, including 53 journalists.

The PM asserted the authorities have “arrested all aggressors” of the counterprotest against Pride March, subsequently canceled due to lack of safety guarantees by the state.

PM Garibashvili also shot back at reporters of government-critical TV outlets, accusing them of using violence against him and of being “party activists.”

As of July 23, police have arrested 28 persons in connection with the counterprotests on July 5-6, including 24 for the attacks on journalists. The investigation is ongoing on charges of persecution, interference with journalists’ duties, and participation in organized group violence.

But law enforcement authorities have yet to bring forward charges of organizing the said violence, spurring criticism from government-critical media organizations that masterminds behind the homophobic pogroms are going free.

On July 16, police carried out searches in houses of key far-right figures that spearheaded the July 5-6 homophobic rallies, and took them for questioning, without any further details reported by the police.

Officers searched the estate of Guram Palavandishvili, founder of the Society for Children’s Rights and a key leader of the hate groups. They also searched the houses of five anchors of Alt-Info TV, an alt-right, Kremlin-friendly media outlet affiliated with ultraconservative leader Levan Vasadze.

All of those taken to questioning were let go afterward. Police did not make a statement as to whether the influential far-right figures are under investigation for organizing the group violence.

Alt-Info TV played a key role in announcing and providing coverage to the counterprotests against Pride Week, in the weeks leading up to the event.

Parliament Approves Revised 2021 Budget

Georgian Parliament approved on July 22 the revised 2021 state budget, with government expenditures increasing by GEL 1.1 billion (USD 350 million) to GEL 19.5 (USD 6.3) billion.

The upward revision comes as the Finance Ministry’s revised forecasts show 7.7% economic growth in 2021, as opposed to 4.3% projected in December 2020.

The amended budget sets government revenues at GEL 17.9 (USD 5.8) billion, up by GEL 1.2 billion (USD 390 million) from the initial estimate. The budget deficit decreases from 7.6% to 6.9%, while government debt is slashed down to 54.6%, previously expected to have surpassed the 60% threshold in 2021.

Of the increased budget assignments, GEL 600 (USD 192) million will go to the Ministry of Health, and GEL 446 (USD 143) million will be provided to bolster the government’s efforts against COVID-19. Economy and Infrastructure Ministries will receive additional GEL 36 (USD 11.6) million and GEL 90 (USD 28.9) million, respectively.

Police have arrested one more for attacking a Georgian Public Broadcaster during the homophobic pogroms of July 5 in downtown Tbilisi, the Interior Ministry reported today.

Interior Ministry said the suspect physically and verbally attacked the journlalist, and interfered with his professional activities. The cameraman was covering on Rustaveli Avenue the violent counter-rally against Pride March, an event canceled subsequently due to the outbreak of violence and lack of security guarantees by the state.

The Interior Ministry said the investigation into the events of July 5-6 is ongoing on charges of participating in group violence (Article 225.2, Criminal Code), unlawful interference with journalist’s professional activities (Article 154.2), and persecution using violence or threat of violence (Article 156.2a).

Overall, 53 journalists were assaulted during the homophobic pogroms in Tbilisi. As of July 23, police have arrested 24 persons for the attacks.

The Georgian Orthodox Church Patriarchate claimed today the church has been “under a serious attack by certain forces for a long time” and accused government-critical TV networks – Mtavari Arkhi, Formula, and TV Pirveli of addressing “hate speech” against Patriarch Ilia II, clergy and parish.

“Instead of doing objective coverage, journalists of these TV channels (we think, acting on their supervisors’ orders) often voice subjective assessments and groundless accusations, deliberately distort facts and try to make respondents lose control with provocative questions; and afterwards, air stories with taken out of context [pieces] so that viewers perceive clergy as being violent,” the Patriarchate claimed.

The Church statement comes as Georgian journalists have increasingly accused the Orthodox Patriarchate and clergy of inciting homophobic pogroms, which ended with attacks against 53 journalists on July 5 by far-right mobs. Tensions sharpened after one of those 53 journalists, TV Pirveli cameraman Aleksandre Lashkarava died under unclear circumstances few days after the assault.

The Orthodox Church Patriarchate noted that “while a certain transgression took place by individual clergymen, [TV channels] are deliberately generalizing individual cases,” and accused broadcasters of ignoring instances of priests saving journalists from July 5-6 violence.

The Patriarchate also lashed out at foreign embassies and civil society outfits, noting that “norms of journalist ethics are severely violated, psychological violence and obstructing civil peace are done openly, that for whatever reason remain unnoticed by the embassies and non-governmental sector.”

It also said members of certain political parties are no less insulting the Church and striving for disturbances.

The Patriarchate recommended priests they could address TV leaderships over their unwillingness to communicate with journalists, and that they could put up relevant statements at church-yard entrances. If journalists fail to comply with the request, “police is obliged to limit the movement of these journalists in your space,” the Patriarchate addressed the clergy.

Accusations against the Government-critical media about psychological violence are being ramped up by Georgian Dream officials also. Mayor Kakha Kaladze kicked off his reelection run announcement by denouncing the attacks on journalists, but highlighting that TV broadcasters “often” engage in “humiliation, defamation and bullying against people.”

“No less evil is the psychological violence that has been taking place all these years in our society,” said the Tbilisi Mayor on July 20.

The European Court of Human Rights handed down a win to a Georgian condom brand Aiisa that had to pay a fine and recall products in 2018 after Tbilisi Court ruled its packaging and product advertising “discredited religious symbols” and constituted unethical advertising.

The ECHR said that the Tbilisi City Court and Appellate Court, which upheld the 2018 ruling, violated Article 10 of the European Convention on Human Rights, right to freedom of expression, against Ani Gachechiladze, the individual entrepreneur behind the condom brand.

In its ruling, the European Court argued Georgian justices’ decisions implicated that “the views on ethics of the Georgian Orthodox Church took precedence in the balancing of various values protected under the Convention and the Constitution of Georgia.”

“In a pluralist democratic society, those who choose to exercise the freedom to manifest their religion must tolerate and accept the denial by others of their religious beliefs and even the propagation by others of doctrines hostile to their faith,” the ECHR stressed.

The ECHR justices said that Georgian courts’ reasoning was not “relevant and sufficient” to interfere with the freedom of expression concerning at least three of the four disputed condom packaging designs.

The four designs contained an image of King Tamar, a canonized female monarch of Georgia, a hand gesture with crossed fingers resembling Christ’s gesture, a cartoon of a crown titled Miraculous Victory, referring to the Didgori Battle of 1121, and a line from of a popular satirical Georgian song.

The dispute was initially launched after Georgian Idea, an ultraconservative group appealed about the brand’s advertising to the Supervision Department of Tbilisi municipality administration, which referred the case to the Tbilisi City Court.

The National Center for Disease Control and Public Health of Georgia (NCDC) published on July 21 its sixth data-rich analysis of COVID-19 spread in Georgia.

The report tracks the progress of the virus, shedding new light on the size and the scope of the outbreak, from the date of the first recorded case until July 1, 2021.

Civil.ge offers a quick summary of insights and highlights the key revelations from the report.

Georgia reported its first case of infection on February 26. To date, confirmed cases have reached 395,621, while the death toll stands at 5,636. Total recoveries amount to 369,483 and the number of active cases stands at 20,476.

COVID-19 patient profile

Georgia’s chief public health authority provided a breakdown of data collected from 367,058 people infected with COVID-19 as of July 1.

More women than men – 58% and 42 %, respectively – were infected by the virus.

Among all confirmed cases, the largest amount (19%) was in the 30-39 age group, while the lowest amount (2%) was in the 75-79 age group.

Case fatality rate remained low, sitting at 1.4% by the end of June, with 5,327 deaths attributed to COVID-19. 52.3% of the COVID-related deaths were men, while 47.7% were women. 

In 71.7% of fatal cases, the disease was severed with underlying pneumonia, down from 98.2% reported in the NCDC’s fifth review.

The share of deceased COVID patients that had comorbidities decreased to 49.5% from 62.2% of total fatalities. Of those with comorbidities, 28.3% had cardiovascular diseases, 17% – hypertension, 17.3% – diabetes, 3.6% – oncologic diseases and 2.4% – chronic lung diseases.

Vaccination Drive

As of July 1, Georgia had administered overall 265,246 doses of COVID-19 vaccines, with 103,678 persons fully vaccinated since the March 15 rollout. Those fully vaccinated were 3.6% of the adult populace.

46% of the persons who received two jabs were from the 18-49 age group. The least vaccinated age groups were 50-54 and 75+, with 8% each. 45% of full vaccination courses were administered in the capital of Tbilisi.

Of the 103,678 persons fully vaccinated, 5,906 were medical personnel.

There were 607 cases of undesirable effects following vaccination, of which only 88 were serious, according to the report. 326 of the cases were reported after receiving AstraZeneca jab, 111 after Sinopharm, 91 after Pfizer and 79 after Sinovac.

How contagious is the virus?

As of July 1, the rate of cumulative incidence – measuring disease frequency during a given period of time in the population – was at 9,844 infected persons per 100,000, up from 6,145 reported by the end of 2020.

Tbilisi, the Georgian capital, reported the highest amount of infected persons per 100,000 – 13,421, while Samtskhe – Javakheti region recorded the lowest – 3,695.

Effective reproduction number, another key benchmark wielded by epidemiologists, equaled 1.18 at the end of the reporting period. The number increased from 0.62% reported by the end of 2020, but is significantly lower than the record amount, 2.25, of September 2020. 

Taking stock of COVID-19 testing

From January 30, 2020, to July 1, 2021, 6,015,070 COVID-19 tests were carried out in Georgia, of which 3,055,418 were PCR and 2,959,652 were antigen tests. Laboratories operating under NCDC, including the Lugar Research Center, performed 23% of the PCR tests. 

Notably, the test-positivity rate – showing the ratio between who got tested for the virus and who tested positive for it – came in at 6.1% as of July 1. 

NCDC estimated that as of July 1, 7% of people infected with COVID-19 were healthcare personnel.

Parliament Again Fails to Elect CEC Chair, Members

The Parliament has failed, for the second time, to elect Central Election Commission Chair and two members with a 2/3 majority vote, thus the candidates will only serve a temporary six-month term if appointed in subsequent votings.

Chairpersonship candidate Giorgi Kalandarishvili, and membership nominees Gia Tsatsashvili and Maia Zaridze could not garner the 100 votes out of total 150 needed, despite receiving support from the ruling Georgian Dream party. The three have been endorsed for election by the Parliament’s Legal Issues Committee.

Three other candidates, Giorgi Santuriani for Chair, and Tamar Sartania and Lela Taliuri for membership, received minor support in today’s plenary session.

The third round of voting is set to take place no later than a week, and the candidates will need to pass the 3/5 majority, 90 votes in total. The governing party, with its 84 lawmakers, will need at least six opposition legislators’ backing for a successful vote, otherwise another round will be called that will require only a simple majority.

The previous vote failed on July 18, in an extraordinary parliamentary session.

The 2/3 majority threshold and the anti-deadlock mechanism were introduced under the new election legislation, amended in June as per the EU-mediated April 19 agreement between the GD and opposition parties.

CEC Chair Tamar Zhvania resigned soon after, on July 1, to allow the parties to elect a new candidate as part of a “wider political compromise.” The two membership seats became available after new rules increased the number of “professional” CEC members from six to eight.

The U.S. State Department’s 2021 Investment Climate Statement on Georgia positively assesses Georgia’s business, trade and investment-related regulatory framework and legislation, but highlights shortcomings in the judiciary.

The report, published on July 21, says indications of “interference in judicial impartiality” remain, while justices are vulnerable to political pressure from within and outside the court system.

“There is an increasing lack of confidence in the judicial sector’s ability to adjudicate commercial cases or in a timely, competent manner,” the document highlights, noting some disputes are languishing for years in courts.

The report says companies complain about inefficient municipal-level decision-making, shortcomings in enforcing intellectual property rights, lack of effective anti-trust policies, selective enforcement of laws, alleged political meddling.

The State Department cites the case of Anaklia Development Consortium, consisting of international investors including a U.S. company, which was awarded a contract in 2016 to develop a deep-sea port in Anaklia town. Noting the authorities terminated the deal with the ADC in 2020, the report says “the investor group alleges government actions against the project let to financial difficulties and eventual contract termination.”

“Despite the government’s claim that it remains committed to the construction of a deep-sea port in Anaklia, investors and local business leaders doubt that commitment,” the report highlights.

In spite of the challenges, Georgia ranks high in the region as a good place to do business, according to the document. The State Department says the country has carried out “sweeping economic reforms” since 1991 that produced a “relatively well-functioning and stable market economy.”

The report also positively assesses Georgia’s openness to investment and its ease of doing business. The lengthy document comprehensively discusses Georgia’s capital markets, banking system, investment incentives, property rights and regulations, as well as the Government’s efforts for privatization and tackling corruption.

Georgian Dream leaders expressed confidence they will secure a confident victory in the October 2 local elections, during their addresses at the presentation of incumbent Kakha Kaladze as the ruling party’s pick for the Tbilisi mayoral race.

Ruling party chair MP Irakli Kobakhidze and PM Irakli Garibashvili both dubbed as extremely “significant” the upcoming polls, which will decide the fate of snap parliamentary elections long demanded by the opposition. The EU-mediated April 19 agreement envisages calling for the early general election in 2022 if the governing party receives less than 43% in the proportional vote in the upcoming local polls.

“We all understand how much of a large significance the nearing local elections have, which will define our country’s future stability,” said the Georgian Prime Minister. Slamming his opponents for having “no actual agenda,” he claimed the opposition aims to sow “destabilization, perpetual disturbance, and chaos.”

The Prime Minister asserted that the ruling party’s key achievement was “bringing freedom, peace, and stability” to the Georgian people. PM Garibashvili also stressed that the GD’s victory in 2012 over the “violent, oppressive” United National Movement administration served as the “foundation” for the country’s future development.

“This grave past will never return to our country, with your support,” said PM Garibashvili. “I believe that in every city and municipality, the Georgian Dream will win convincingly.”

GD chair Irakli Kobakhidze on his part said the ruling party is confident they will receive every other vote in October. “We are convinced that Georgian public will again say no to parties and politicians, whose activities are highlighted by neglecting democracy and rule of law, gross violations of human rights, conceding our country’s territories.”

“We believe that once again the truth will prevail over falsehood, dignity over unscrupulousness, loyalty over betrayal, humanity and patriotism over hatred toward humans, homeland and the church, light over darkness, the West over the North,” asserted the ruling party leader.

MP Kobakhidze also said the GD’s victory in the local polls “is a necessary precondition” for the unhindered and stable development of Georgia and its democracy.

The Georgian Dream party garnered 48.22% of votes in the hotly-contested 2020 parliamentary elections – results of which were rejected by the opposition – and secured wins in all 30 single-mandate majoritarian constituencies. However, GD won 17 of the 30 seats in runoffs, which were boycotted by the opposition candidates.

Mayor Kaladze received 51.09% of votes in his initial run for the post in 2017, while Georgian Dream received 55.81% of votes in the local elections.

Police have arrested one person for attacking a Rustavi 2 TV cameraman during the homophobic pogroms of July 5 in downtown Tbilisi, the Interior Ministry reported today.

The suspect verbally and physically assaulted the cameraman, and unlawfully interfered with his professional duties, according to the police report. The cameraman was covering the violent counterprotest against the Pride March, an event canceled subsequently due to an outbreak of violence and lack of safety guarantees.

The Interior Ministry said the investigation into the events of July 5 is ongoing on charges of participating in group violence (Article 225.2, Criminal Code), unlawful interference with journalist’s professional activities (Article 154.2), and persecution using violence or threat of violence (Article 156.2a).

As of July 21, police have arrested overall 23 persons for attacking journalists on July 5-6.

Karen Donfried, the nominee for the U.S. Assistant State Secretary for European and Eurasian Affairs, said on July 20 she would “push for the full and prompt implementation” of the EU-mediated April 19 agreement in Georgia, if confirmed to the post.

“I cannot underscore enough how important electoral reform and judicial reform is for Georgia,” the nominee stressed. She said she would also urge all political parties to support the deal, signed in April by the ruling Georgian Dream and most opposition parties except the United National Movement.

Noting that Georgia has already made “substantial strides” to strengthen its democracy, Donfried stressed that “it has much more distance to travel.”

She said she would also reaffirm U.S. support for Georgia’s territorial integrity and sovereignty, as well as its integration in the Euro-Atlantic community, “which is tied to” the strength of its democracy.

In her remarks, Donfried was responding to ranking member Senator Jim Risch (R-ID), who asked her to comment on Georgia.

Senator Risch, on his part, said he and Senator Jeanne Shaheen (D-N.H.) had thought the October 2012 general polls, which resulted in the transfer of power from the United National Movement to Georgian Dream, “were a new dawn and a new beginning.” “After that, we have been regularly disappointed as to what happens there,” he stressed.

The senior lawmaker said the U.S. legislators “are not going to take sides” in the country’s political developments, despite Georgian parties engaging them for support “in their political maneuvering.” He stressed that Georgian politicians have to resolve the country’s issues themselves.

“But they are not making much progress. You get to a point where you wonder whether or not it is time to reevaluate where we are with this,” the U.S. Senator noted.

Earlier, in his opening remarks of the hearing, Senator Risch said he is “increasingly worried by the steps backward” in Georgia, including the assault on more than 50 journalists during the homophobic pogroms of July 5, and the six judges being “pushed onto” the Supreme Court “in contravention” of the April 19 deal.

Tbilisi Mayor Kaladze to Run for Re-election

The ruling Georgian Dream party presented today incumbent Kakha Kaladze as a candidate for the Tbilisi mayoral race of October 2021.

At the presentation, held in the Mtatsminda Park overlooking the capital city, Georgian Dream leaders, ministers and lawmakers were met with protesting journalists, demanding the resignation of Prime Minister Irakli Garibashvili over the death of cameraman Aleksandre Lashkarava and the punishment of perpetrators.

Kaladze began his re-nomination speech by addressing journalists, noting that “violence and hate kills the country, its future, and every person that beat you, did not spare you, committed violence, damaged the development of the country… This is a punishable action and this is shameful.”

But, claimed the Mayor, “no less evil is a psychological violence that has been taking place all these years in our society.” “We often hear from various TV broadcasting hulimiation, defamation, and bullying against people just because of different political or other signs.” Kaladze said a common desire for all shall be to “defeat hate and enmity against one another.” 

Speaking of his achievements as the Mayor, Kaladze praised his tenure for undertaking “painful, non-populist, but far-sighted reforms” that put an end “almost 30-year-long chaos” in Tbilisi’s development. He also credited his current mayoral term over bringing new infrastructure standards, building new parks and kindergartens, and upgrading public transport, among others.

Discussing the plans for the capital, Kaladze vowed to “bring life into every district [of the city],” and added that while the “renewal has already begun, now the outcome of our everyday work will become more volumetric, and more tangible for each Tbilisite [to feel].” The Mayor also said his task will be to make “every district of Tbilisi greener, more beautiful and full of life.”

The incumbent Mayor of Tbilisi, that is home to around 1.2 million inhabitants, is one of the most favorably viewed public figures in Georgia, and the most liked Georgian Dream leader, according to the latest IRI-commissioned public opinion poll of April.

In the study, Kaladze came in as the third with 54%, following Orthodox Patriarch Ilia ll (89%) and Giorgi Gakharia (65%), who resigned as Georgian Dream Prime Minister in February.

The upcoming local polls are set to be hotly contested, as it will decide the fate of snap parliamentary elections, long demanded by the major opposition parties. EU-brokered April 19 Agreement envisages early general election to be called in 2022 if GD receives less than 43% of the valid proportional votes in October.

Kaladze was elected as Mayor in 2017 after garnering 51.3% of the vote, securing the win without runoff elections. He was followed by then-independent Aleko Elisashvili, currently MP of the Citizens party, with 17.49% of votes, and the United National Movement’s Zaal Udumashvili with 16.53% of votes.

Before the initial run for Mayorship in 2017, Kaladze had served as the Energy Minister (now-absolved) since 2012. He joined the then-opposition GD party in 2011 and led their proportional list in the 2012 general vote, as well as ran for a majoritarian seat in his hometown Samtredia constituency. He was shortly tapped as the Minister after being elected to the legislature.

Before his career in politics, Kaladze was a footballer, winning UEFA Champions League with AC Milan twice. He was the captain of Georgia’s national football team, where he played in 1996-2011.

Georgia Receives 500,000 Sinovac Doses

Georgia received 500,000 doses of Chinese-made Sinovac COVID-19 vaccine on July 18, Prime Minister Irakli Garibashvili announced today.

The Prime Minister argued that Georgia now has more vaccine shots available “than needed,” and called on the public to participate more actively in the vaccination drive.

The new batch follows the arrival of 28,000 Pfizer shots on July 14, and half a million shots each of Sinovac and Sinopharm vaccines on July 2.

Georgia initiated its vaccine rollout on March 15, and as of today, 368,179 persons have received at least a single jab, while 132,207 have been fully vaccinated. AstraZeneca, Sinopharm, Sinovac and Pfizer shots are being administered in the country.

Georgia reported 2,616 new cases of COVID-19 today, as the daily test positivity rate spiked at 7.19%. Active cases of infection have also soared, standing at 18,197, the highest since December 25, 2020.

Senior Georgian Dream lawmaker Shalva Papuashvili, who also serves as the ruling party’s PR secretary, has come under fire for seemingly grabbing and taking away opposition United National Movement MP, Tina Bokuchava during a standoff between the GD and opposition legislators over the Interior Minister’s address at the Parliament on July 18.

Media footage showed Education and Science Committee Chair, MP Papuashvili grabbing, picking up and taking his female colleague away as the latter was approaching the Speaker’s tribune during Interior Minister Vakhtang Gomelauri’s hearing at the Parliament, over unchecked July 5 homophobic pogroms.

Tensions flared at the legislature as the opposition lawmakers interrupted Minister Gomelauri’s speech in protest, holding up photos depicting TV Pirveli cameraman Aleksandre Lashkarava, who died six days after being assaulted by far-right homophobic mob on July 5. The opposition legislators demanded the resignation of Minister Gomelauri, as well as Prime Minister Garibashvili over the controversial developments.

MP Papuashvili accused of violence, harassment

MP Bokuchava, delivering scathing remarks after the incident, stressed: “The Georgian Dream’s trademark, the only thing that allows them to retain power, is violence. They use it against MPs, journalists, cameramen.” The United National Movement lawmakers said they would appeal to the Parliamentary Ethics Council over MP Papuashvili’s conduct.

MP Ana Natsvlishvili of Lelo for Georgia party and independent lawmaker Tamar Kordzaia demanded on July 19 from the Parliament’s Ethics and Gender Equality Councils to assess MP Papuashvili’s actions. MP Natsvlishvili said MP Papuashvili’s action “was not normal, and leaving unaddressed would mean the Parliament is normalizing such behavior. 

Deputy Public Defender Ekaterine Skhiladze dubbed MP Papuashvili’s actions as “unimaginable arrogance,” slamming the lawmaker for “allowing himself to take away Tina Bokuchava using violence.”

Kety Abashidze, a board member at Georgian Young Lawyers Association, local CSO,  denounced on July 18 the incident as “misogyny and harassment that has no place at the Parliament and sets a dangerous example for all other women and girls in Georgia.” 

“It is so disrespectful, degrading,” said Mariam Kvaratskhelia, a Tbilisi Pride activist. “What women in politics and in Parliament have to go through is insane!”

Baia Pataraia, a key women’s rights activist in Georgia also decried the development.

MP Papuashvili responds, denies violence

MP Papuashvili, offered MP Bokuchava regrets on July 18 but denied using any violence against her. “What violence? Violence was what the country had to watch for years thanks to the United National Movement,” he retorted, referring to the previous ruling party’s administration.

Coming to fellow party colleague’s defense, GD lawmaker Guram Macharashvili said on July 19 that accusations of violence leveled at MP Papuashvili are “absurd.” He argued – in a way that was dubbed as “sexist” in Georgian media – that “Papuashvili managed to neutralize Bokuchava’s hysteria.” MP Macharashvili argued it was a “hysterical” attempt by MP Bokuchava that violated the parliamentary Code of Ethics. 

Tensions run high at the Parliament

The heated parliamentary hearing on July 18 was also marked by journalists hanging protest banners in the plenary hall demanding the perpetrators of July 5 violence to be punished, and that the Government “must take responsibility” for the unchecked violence.

Parliament Speaker Kakha Kuchava subsequently announced the hearing would be canceled, after the governing party’s call for taking down the protest banners was rejected.

Tensions have been running high since the death of Aleksandre Lashkarava, TV Pirveli cameraman, which immediately spurred public outrage and protest, exacerbated by the Interior Ministry suggesting on the same day that the journalist could have died of narcotics overdose.

Prime Minister Irakli Garibashvili has rejected the calls for resignation by the opposition, media representatives and civic activists.

Police arrested one person today and another on July 17 for attacking a TV Pirveli cameraman during the homophobic pogroms of July 5 in downtown Tbilisi, according to Interior Ministry reports. 

The suspects verbally and physically assaulted the journalist and interfered with his professional duties, police reports said. The incident took place at the intersection of Tabukashvili and Chanturia streets on July 5, during the violent counterrally against the Pride March, canceled subsequently due to violence outbreak and lack of safety guarantees.

The Interior Ministry said the investigation into the events of July 5 is ongoing on charges of participating in group violence (Article 225.2, Criminal Code), unlawful interference with journalist’s professional activities (Article 154.2), and persecution using violence or threat of violence (Article 156.2a). 

Four other persons have been arrested in connection with the attack on the TV Pirveli cameraman. The assault took place on the same day as the brutal attack against another TV Pirveli cameraman, Aleksandre Lashkarava.

Presidents of Georgia, Ukraine and Moldova, Salome Zurabishvili, Volodymyr Zelenskyy, and Maia Sandu, respectively, signed today in the presence of European Council President Charles Michel trilateral cooperation declaration on European integration, in which the Heads of State pledge to work together for “the peaceful, democratic and prosperous European future” for the three nations.

The declaration, signed symbolycally in the ancient Petra fortress, located on the Black Sea coast near Batumi, highlights that the “accession to the European Union is a goal that unites our three states. European integration has no alternative for our countries and no third party could influence this sovereign choice.”

It reaffirms an “unwavering commitment to advance further the process of our integration into the European Union through comprehensive reforms to strengthen our democratic institutions, and to progressively approximate our legislation in the relevant sectors with key elements of the EU acquis.

“Backed by the strong will of our peoples to become a part of the European family, we stand united in our determination to work towards achieving acknowledgement of the European perspective for Georgia, Moldova and Ukraine opening the way for future membership of our three states in the EU,” the declaration highlights.

Pledging to make the full use of the Association Agreements, the three signatories vow to work to identify concrete priorities in the areas of common interest to enhance political dialogue and advance on economic and sectoral integration with the EU, in particular in the areas of transport, energy, digital transformation, green economy, justice and home affairs, strategic communications and health care.

The document reiterates “constant support” to the Eastern Partnership platform based on shared ownership, mutual commitments and principles of differentiation and inclusivity. It says the three states will work together with other interested Partners and EU institutions in order to ensure that the Eastern Partnership develops a strategic forward-looking agenda and remains a strong and effective policy.

The three countries also pledge to cooperate with the European Union on common security and defence policy (CSDP), including on countering hybrid threats, strengthening cyber resilience, fighting disinformation, developing cooperation platforms with the EU’s relevant agencies and services, and to participate in CSDP missions and operations and bring contribution to the EU’s efforts towards peace in the world.

Touching upon the Black Sea security, the three states pledge to engage with Black Sea partners in order to “jointly promote the sustainable development of the region, as well as make full use of the opportunities that the Black Sea provides for wider and secure connectivity between Europe and Asia.”
