Georgia Lurches Towards Illiberalism

“The times when the minority decided the fate of the majority are gone,” said Prime Minister Irakli Garibashvili today, saying he will only listen to the will of 95% of the population. “Stop threatening and scaring me and the majority of this country with the European Union and the United States. Garibashvili won’t resign, [Interior Minister] Gomelauri won’t resign. You have the government that you have and you’d have to bear with it,” quipped Tea Tsulukiani, Minister of Culture, elevated to the post of the Vice Prime Minister.

Facing the prospect of early parliamentary elections, systematically pruned from all, even nominally pro-western figures, the Georgian Dream has instinctively reached to religiously-tinted illiberalism as its ideological platform, which – it hopes – will give it the endorsement of the majority.

Aggressive mobs egged by the Orthodox Patriarchate and condoned by Mr. Garibashvili have called violent vengeance against the queer community on 5-6 July and, as the Pride march was annulled by organizers, exerted their revenge on the civic activists, journalists, and cameramen, injuring at least 53 of them. In a bacchanalia, that the police failed – or refused – to stop, they also took down and burnt (twice!) the European flag flying at the Parliament. There can be no mistake: minorities, journalists, civic activists, and the EU are both considered and targeted by these groups as representing the same evil: Western-leaning liberal democracy.

Now, the top echelons of the government have thrown their weight behind this very argument. Of course, Mr. Garibashvili rolled out the usual conspiracy theory, but this was to pander for his own paranoia and to – potentially – build a criminal case.

Mr. Garibashvili walked from crisis to crisis, from petty bickering to dangerous brinkmanship during his – already second – stint the Prime Minister. Surely, he is not a man who compromises willingly, he is inflexible as he is petulant, loyal to his patron, Bidzina Ivanishvili to the fault and forever tilting against the windmills of the United National Movement. But his removal – albeit necessary – won’t ameliorate the state of affairs. If anything, Mrs. Tsulukiani, who is now nudged up in the symbolic line of succession, is burning with a fire of true zealot, committed to the alt-right cause.

This situation is critically dangerous for Georgia’s statehood, not only because it has already threw open the gates of violent hell, which already claimed its first victim – cameramen Aleksandre Lashkarava. We already wrote before that the oligarchic rule has crafted a parallel system of governance that sapped the democratic institutions of their true meaning, stacked the courts, and made it nearly impossible to reset the governance to normalcy through institutional checks and balances. PM Garibashvili and his cabinet are out of the closet now: the illiberal ideology became official and the targets – civic activists, journalists, minorities are told to shut up, or face violence.

The LGBT+ groups are not chosen as targets by chance: they have been picked as the most vulnerable minority for quite a long time now: painting opponents as “gays” is considered a safe way to sap them of popular support. The Orthodox Church, which increasingly quotes the Old Testament, as if the new one was never written, has thrown oil onto the fire.

This tactic works: the potent opposition groups that try to tap into the conservative electorate – such as the United National Movement – distanced themselves from Tbilisi Pride, focusing on the freedom of assembly instead. Illiberal groups – from Hungary’s Orban (whose portrait, by the way, was hoisted by the violent mobs) to Russia’s Putin – have capitalized on anti-gay rhetoric and policies to counter the European “decadence.” But what’s happening in Georgia goes beyond geopolitics. The debate – even though it looks more like a violent struggle now – cuts to the constitutional core.

When the dust settles, we will know, if Georgians chose to live in the Republic. This newspaper wrote:

The Republic can never be again, we recover that lost solidarity with our fellow citizens, generate trust in our common future, and move forward with a sense of common purpose, expressed in and through our Statehood.

We stand by our words.

Orthodox Metropolitan Claims EU, U.S. Embassies Force ‘Immorality’ on Georgia

“You want to force your profligate, obscene and depraved ideals” on Georgia, said on July 11 Metropolitan of Vani and Baghdati Diocese Anton Bulukhia in a lengthy address to U.S. and EU Embassies in Tbilisi.

Accusing the diplomatic missions of pressuring Georgian government officials and religious leaders into denouncing violence that took place on July 5-6, the senior clergyman asserted: “If anyone is violent, it is you, who force your warped views on the absolute majority” of the people.

The Metropolitan also criticized U.S. Ambassador Kelly Degnan who recently said “we were disappointed that [U.S.-provided] training and equipment was not deployed when it became obvious that there were those in the crowd that wanted to resort to violence.”

Referring to the death of TV Pirveli’s Aleksandre Lashkarava, assaulted brutally a week earlier, the senior clergyman noted: “One journalist has died and you’re making such a fuss, would you be satisfied with what could have happened during the mass disturbances [if riot police had dispersed the crowd] you vampires?”

The Vani and Baghdati Metropolitan was previously involved in a controversy in May, when Mtavari Arkhi TV aired footage of the senior clergyman calling all journalists “gremlins” and “energy vampires,” and then evidently hitting the channel’s reported in the neck.

PM Garibashvili Appoints Two Deputy Prime Ministers

Georgian Prime Minister Irakli Garibashvili announced at a Government session on July 12 that Minister of Culture, Sport and Youth Affairs, Tea Tsulukiani and Minister of Environment Protection and Agriculture, Levan Davitashvili will serve as Deputy Prime Ministers.  

Tsulukiani, who has been the Culture Minister since March 2021, served as Justice Minister in Georgian Dream’s Government in 2012-2020. She resigned ahead of the 2020 parliamentary polls to join the election campaign. Before returning to the Minister Cabinet in March, Tsulukiani held a lawmaker’s mandate for three months.

As for Levan Davitashvili, he has been Agriculture Minister since 2016. Earlier he served as Deputy Agriculture Minister in 2014-2016.  

Foreign Minister David Zalkaliani, appointed in 2018, has also served as the Deputy PM since February 2021.  

One More Arrested for Attacking TV Pirveli Crew

The Interior Ministry reported today that one more person has been arrested for attacking on July 5 TV Pirveli crew Miranda Baghaturia and Aleksandre Lashkarava, the cameraman found dead yesterday with his cause of death remaining yet unknown.

The suspect detained today was involved in the brutal incident that took place when far-right radicals attempted storming the office of Shame Movement, co-organizer of subsequently-canceled Pride March. Baghaturia has said “at least twenty people” were beating now-deceased Lashkarava. Today’s arrest was the fifth related to the incident.

The detainee was apprehended on charges of participating in group violence (Article 225.2, Criminal Code), unlawful interference with journalist’s professional activities (Article 154.2), and persecution using violence or threat of violence (Article 156.2a).

Lashkarava’s death yesterday shocked the Georgian public, and prompted a rally of thousands outside the Parliament Building in downtown Tbilisi, demanding the Government’s resignation. Another protest was held by journalists in solidarity with the deceased cameraman outside the Government Chancellery.

With the official cause of death yet remaining unknown, police officials have floated the idea Lashkarava could have overdosed, spurring criticism from media professionals.

Prime Minister of Georgia, Irakli Garibashvili lashed out today at activists willing to hold Tbilisi Pride march, noting that “when 95% of our population are against holding propagandistic parade in a demonstrative manner, we shall all obey that, [my] friends.”

He said “this is the opinion of our population, and we, the government elected by the people, shall obey that.” “The only parade I know, that will be held in our country, is that of our army,” the PM declared.

Touching upon the Pride March of July 5, which was canceled amid massive homophobic violence and the lack of safety guarantees from the government side, PM Garibashvili claimed that one of the co-organizers, Shame Movement, is run by ex-President Mikheil “Saakashvili’s organizations.” The Georgian PM argued “a wide-scale civil confrontation was in plans … aiming [to oblige] the state use [police] force against its citizens.”

He said that the authorities had “assessed” these risks, and warned the Tbilisi Pride organizers that holding a march on Rustaveli Avenue, Tbilisi’s main thoroughfare, “was provocative, and impermissible.”

The attacks that took place during that day were “very unfortunate,” PM Garibashvili argued, but added that “violence happens everywhere,” citing as example riots in the U.S. and France.

Tbilisi Pride, activist group behind now-cancelled pride march, dubbed the Prime Minister’s remarks as “homophobic” and “anti-state.” The group said by laying responsibility on July 5 violence on Tbilisi Pride and civic activists, PM Garibashvili “once again encouraged violence against us.”

The LGBT rights group also asserted that the Prime Minister understands the idea of democracy “in an extremely primittive way.” “Democracy is the rule of majority, in which the rights of minorities, despite their race, ethnicity, sexual orientation, gender identity, confession, religious, social, ideological or other belongings, are protected and guaranteed,” noted Tbilisi Pride.

“This is another unsuccessful conspiracy against the state planned by anti-state and anti-church forces,” said Georgian Prime Minister today about the recent developments in Tbilisi, including the protest of thousands on July 11 in response to the death of TV Pirveli cameraman, Aleksandre Lashkarava, some week after being brutally assaulted by far-right groups.

“We all saw they tried to use this man’s tragedy for achieving their political goals,” claimed PM Garibashvili, adding that, there were “classic anti-state, anti-Church and thus, anti-national” messages voiced during yesterday’s rally. One of the key demand of the protesters yesterday was the resignation of the Georgian PM, a call he has left unaddressed.   

The Georgian PM argued that TV Pirveli, Mtavari Arkhi TV and Formula TV, which together with civic groups spearheaded yesterday’s rally, “are directly run by [ex-President] Saakashvili and funds stolen by them [the United National Movement].” He leveled the same accusation against the Shame Movement, which co-organized July 5 Pride March that was canceled after the far-right violence outbreak on Tbilisi’s streets.

The UNM and the “revanchist forces” are aiming to “topple the government and again come to power using violence, which they cannot achieve,” claimed PM Garibashvili, vowing the authorities “will not allow it.” 

Protesters yesterday called for the resignation of the Prime Minister and his cabinet, as well as that of Grigol Liluashvili, Head of State Security Service of Georgia. Mtavari Arkhi TV’s Nika Gvaramia said if the demand was not met until 12:00 on July 12, the demonstrators would gather again on 18:00.

Thousands have gathered outside the Parliament of Georgia demanding the resignation and the prosecution of Prime Minister Irakli Garibashvili and the Government, in the aftermath of the death of Aleksandre (Lekso) Lashkarava, TV Pirveli cameraman.

The protest was called by Shame Movement and Droa activist groups, while journalists from various media outlets made key addresses at the rally. Organizers said they were giving the government time until July 12 midday, to resign.

Lashkarava was found dead in his apartment today, few days after he was brutally beaten up by far-right, anti-LGBT pride march mob in downtown Tbilisi on July 5, while he was performing his professional duties. Foreinsic examinations, not trusted by the family, are underway to establish exact causes of death.

“We are all mourning,” addressed the crowd Eka Mishveladze, TV Pirveli anchor. “Thank you to those of you here, those on their way here, supporting this country; the country that has no future at the hands of this government; the country where journalists are not allowed to do their job; [the country] where journalists are killed while they do their jobs and Lekso was killed!,” asserted Mishveladze. Addressing the Georgian Dream government, Mishveladze said: “We will not cover anything you do. Your lies must finish. We will show you the power of media.”

Inga Grigolia, veteran journalist and anchor working for TV Pirveli, accused the government of greenlighting violence on the fifth of July, which resulted in attacks against at least 53 journalists. “That day, the government arranged a special operation against the Georgian media… Where were the police, if that was not planned by you?!”

Grigolia also slammed the authorities over the recent press briefing regarding the death case, where Mamuka Chelidze, the Director of the Central Criminal Police Department at the Interior Ministry floated as “possible” the version of narcotic overdose. Calling the government “shameless,” she expressed her distrust towards the ongoing forensic examination into Lashkarava’s body.

The veteran journalist also lashed out at the Orthodox Church clergy, that led protest against Tbilisi Pride march on July 5. “My religion and my church, that I love, distances itself from violence… Shame on those [men] with beards [referring to the clergy – editor] or without, that pursued special operation against us.”

Vakho Sanaia, Formula TV anchor, who served at TV Pirveli earlier, said at the rally addressing the government: “we will defeat you. No one could win the war against journalists in this country, and we will win this war too.”

Sanaia asserted that the resignation in itself was not enough, adding that PM “Garibashvili, and the Government of Georgia, that arranged Russian special operation in the center of the capital, that killed our colleague… must be punished.” “This was a murder – Russian-financed forces, the Patriarchate-organized forces, that collaborate with the Georgian Government, must be punished.”

The Georgian Orthodox Church Patriarchate has yet to comment on the journalist’s death case.

Diana Trapaidze, another veteran journalist at TV Pirveli, also slammed the government at the rally, arguing that the Georgian Dream possesses no moral right to speculate about the wrongoings committed by its arch rival, the United National Movement administration of 2003-2012.

“For the whole nine years…[in 2012-2021, the Georgian Dream government]… is speculating with the dates of previous nine years, that they have not experienced themselves, but we did. I, the person that suffered damage in those nine years [of the UNM rule], tell you, you have no moral right to speak about any of those dates.”

Journalist’s Death Case: Georgian Media Appeals International Community

Over 70 Georgian media organizations, including Civil Georgia (Civil.ge) have appealed to the international community in the aftermath of the death of TV Pirveli cameraman Aleksandre Lashkarava, saying that “cases of violation of the rights of media representatives in Georgia have reached a critical level.”

The signatory media organizations asked the representatives of the diplomatic corps and international organizations accredited in Georgia immediately and effectively respond “to the purposive persecution of media representatives on Rustaveli Avenue on July 5, the facts of damage to health, obstruction of professional duties and inaction of the Georgian government.”

“Dozens of cases against the media are still uninvestigated. The authorities fail to ensure the safety of journalists, while the statements by the officials of the ruling party encourage the violence even more,” highlighted the statement of July 11.

The media organizations asserted that despite the preliminary calls from the civil society, the authorities have not taken appropriate measures to protect the media representatives at July 5 far-right counter-protest against Tbilisi Pride march, which left at least 53 journalists, including Lashkarava, attacked.

The signatories said various violent groups continue to openly threaten journalists and cameramen, to which the law enforcement agencies do not respond accordingly. They added that “the organizers of the violent demonstration of July 5, whose identities are not known, have not been arrested either.”

The signatory media organizations also recalled that earlier the attacks on journalists, obstruction of media activities and violence have not been investigated so far and the issue of responsibility of the organizers of the violent groups has not been outlined.

Among the signatory organizations are Mtavari Arkhi TV, Formula TV, Rustavi 2 TV, TV Pirveli, Imedi TV, Kavkasia TV, The Charter of Journalistic Ethics, Georgian Public Broadcaster, Adjara Public Broadcaster, InterPressNews.ge, Tabula, Netgazeti and Batumelebi, Publika, On.ge, OC Media, JAMNews and Civil Georgia (Civil.ge).

The U.S. Embassy in Tbilisi has offered its condolences to the family and friends of Aleksandre (Lekso) Lashkarava, TV Pirveli cameraman who was found dead today some five days after being beaten up by homophobic far-right mob on July 5, highlighting that the arrest of several individuals in connection with the attacks against Lashkarava “is a positive step toward justice.”

But the Embassy underscored that “the safety of every Georgian journalist and the credibility of democracy in Georgia require that every individual who attacked peaceful citizens and journalists on July 5 and 6, or who incited violence, must be identified, arrested, and prosecuted to the full extent of the law.”

“His bravery as he defended his colleague and his commitment to the fundamental freedoms long cherished in this country represent the best qualities and traditions of the people of Georgia,” noted the United States Embassy.

It also called for calm and “an end to the violence that has already caused one tragic loss of life.”

19 Georgian civil society organizations, including GDI, ISFED, TI Georgia, GYLA, UN Association of Georgia, IDFI, and Tbilisi Pride today called for the immediate resignation of Prime Minister Irakli Garibashvili and Interior Minister Vakhtang Gomelauri in the aftermath of the death of TV Pirveli cameraman Aleksandre Lashkarava, who was attacked by far-right mob during anti-LGBT pride disturbances on July 5.

The CSOs asserted that the political responsibility for the severe consequences of July 5 violence rests with the government as it “in fact refused to perform its function to protect human health and life.”

The watchdogs also stressed that “all organizers, participants and perpetrators of violence, regardless of their secular or religious status should be brought to justice.”

“The authorities have not taken measures to stop the violent groups despite being aware in advance of the risk of aggression and violence,” noted the CSOs, adding that “the authorities did not ensure the protection of public safety, health and life – on the contrary, they encouraged the violence.”

Earlier today, Prime Minister Garibashvili took to Facebook to express condolences to Lashkarava’s family, friends and TV Pirveli team, calling the cameraman’s death “an unbelievable tragedy.” He said the police will provide “complete information” about the death case circumstances within the shortest timeframe.

Orthodox Metropolitan Warns Assaulted Journalist of More Violence

“You were hit already once, and you will be hit again, if you do not stop,” Ioane Gamrekeli, Georgian Orthodox Metropolitan of Kutaisi-Gaenati Eparchy addressed government-critical Mtavari Arkhi TV journalist Irakli Vachiberadze outside revered medieval Bagrati Cathedral in Kutaisi, western Georgia.

Metropolitan Gamrekeli referred to the incident in May, when Bishop Anton Bulukhia of the Vani and Baghdati Diocese attacked Irakli Vachiberadze of the government-critical Mtavari Arkhi TV. Bishop Anton then initially insulted the reporter by calling all journalists “gremlins” and “energy vampires,” and then hit him in the neck.

Video footage released by Mtavari Arkhi TV shows that angered Gamrekeli’s remarks came as the Metropolitan was heard asking a crowd of journalists to step back, while Vachiberadze tried to ask him a question.

In May, in the aftermath of Vani incident, local civil society organizations condemned an “alarming” tendency of attacks on journalists by Orthodox Church clerics, and called on the Interior Ministry to “immediately investigate” into the cases of persecution against journalists as well as create a “free and safe work environment” for the media.

U.S. Ambassador to Georgia, Kelly Degnan slammed yesterday Georgian Prime Minister Irakli Garibashvili for the lack of “forceful leadership” to deal with homophobic violence in downtown Tbilisi on July 5, which left at least 53 journalists injured.

“We would look to Prime Minister play a leading role in calming situation, where violence is being used and condemning the use of violence against Georgian citizens and certainly against journalists, so it was disappointing that we did not see more forceful leadership role on those days,” highlighted the U.S. Ambassador.

She said the “U.S. has worked hard with the law enforcement agencies in Georgia to improve their capability to do crowd management, so we were disappointment that training and equipment was not deployed when it became obvious that there were those in the crowd that wanted to resort to violence.”

“I am sure that majority of Georgians do not support violence in any situation, but certainly not violent attacks against peaceful citizens, journalists doing their jobs,” Kelly Degnan noted.

TV Pirveli cameraman Aleksandre (Lekso) Lashkarava, who was physically assaulted by homophobic far-right mob during anti-Tbilisi Pride demonstrations in downtown Tbilisi on July 5, was found dead in his appartment.

Police reported earlier this morning that they launched probe into the death case under the Article 115 of the Criminal Code of Georgia, involving incitement to suicide. An exact cause of death is yet to be established. Police said relevant forensic medical examination will be appointed.

TV Pirveli reported that Lashkarava’s mother refused state-led forensic autopsy and resisted, albeit in vain, the police to take the journalist’s corpse to the examination. “I was an expert for forty years myself… I know how it is happens at the forensic examination.” Video footages show police rushing the corpse downstairs.

The cameraman was assaulted by the far-right mob, while covering extreme-right’s assault on Shame Movement office, local activist group that co-organized now-cancelled Tbilisi Pride march, right behind the Georgian Parliament building.

Lashkarava reportedly sustained various injuries, including concussion, facial bone fractures and contusions. He underwent surgery at hospital, but was discharged later and continued treatment home.

TV Pirveli journalist Miranda Baghaturia, who worked together with Lashkarava during the incident, was quoted as recalling that “for twenty minutes [he] was beaten up mercilessly. I was held back by 15 [far-right] men at a stair railing, shouting ‘don’t kill him,’ I was pinched and kicked, 20 men dragged down Lekso and he was not in sight.”

At least 53 journalists were assaulted, both verbally and physically on July 5 during homophobic violence. The Ministry of Interior of Georgia arrested a total of 19 persons so far, 16 of them for violence against journalists and interfering in their professional activities.

Indian External Affairs Minister Visits Tbilisi

Top Indian diplomat Subrahmanyam Jaishankar is paying an official visit to Tbilisi on July 9-10, marking the first visit of an Indian External Affairs Minister to independent Georgia.

Georgian Foreign Minister and Deputy Prime Minister David Zalkaliani welcomed the Indian counterpart in Tbilisi International Airport, where FM Jaishankar handed Georgian Government the relics of revered 17th century Kakhetian (eastern Georgian) queen, St. Ketevan the Martyr, for eternal resting in Georgia.

The two foreign ministers held meeting on July 10 in the Palace of State Ceremonies (former Presidential Palace in Tbilisi’s Avlabari District), discussing bilateral cooperation, including the potential to further develop ties in economic, cultural, education and transportation fields.

Minister Jaishankar also met today the Prime Minister of Georgia, Irakli Garibashvili. Following the meeting, the parties hosted a joint press conference, where PM Garibashvili said they had discussed economy, trade, transport, investments and connectivity issues.

PM Garibashvili said Georgia will offer “more appealing” investment conditions to Indian investors, and added that hosting several thousand Indian students was of “utmost importance” for Georgia.

On his part, the Indian External Affairs Minister underlined Indian investments in Georgia in hydro-energy and ore-mining spheres, as well as Indian investors’ interest in the agriculture, also adding that this interest owes to the Georgian Government’s efforts and the ease of doing business in Georgia.

Minister Jaishankar also thanked Georgia for supporting India in the UN and other international, multilateral or bilateral platforms.

Earlier today, the Indian External Affairs Minister also met with Indian community representatives residing in the town of Tsnori, in the easternmost Kakheti region.

The Indian External Affairs Minister arrived in Georgia from Moscow, Russia, where he met Russian counterpart Sergey Lavrov to discuss wide range of regional issues, including the Caucasus.

Georgia and India established formal diplomatic relations in September 1992. To date, India has no resident mission in Tbilisi, and its Ambassador to Armenia residing in Yerevan is concurrently accredited to Georgia.

In February 2021, Indian Ambassador Kishan Dan Dewal met with then Georgian Prime Minister Giorgi Gakharia to discuss the embassy opening in Tbilisi, as well as the intensification of Free Trade Agreement talks.

ODIHR Slams Georgia’s Supreme Court Nominations

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) said Georgia’s ongoing selection process of the Supreme Court justices did not meet the committments taken under the EU-brokered April 19 Agreement between Georgia’s political parties, and that the Georgian authorities failed to bring the legal framework fully in line with the Venice Commission recommendations.

The third monitoring report, unveiled on July 9 and covering the period of December 2020 – June 2021, also said “there was a lack of clear standards and guidelines during this selection process, negatively impacting the equal opportunity of all candidates to succeed.”

“As parliament failed to provide a formal legal basis for the HCJ to halt its nomination process, the HCJ continued with the nomination process in the first competition (for nine pending vacancies). This has raised serious fairness concerns, and it has been strongly criticized by opposition parties, civil society, and international actors,” the report reads.

The document further stressed that the legislative changes made during three overlapping appointment processes for 11 seats on the top court “have called their fairness and equality into question.”

ODIHR also noted concerns both about the effectiveness of the procedures and equal treatment that arose during the nomination process. It said despite clear mechanisms in national legislation to in the avoid conflicts of interest in the appointments, it observed “significant breaches of standards that could undermine both judicial independence and public trust.”

CEC Chairpersonship, Membership Candidates Selected

A selection commission designated by the Georgian President has submitted two candidates for the vacant post of Central Election Commission Chair, and five contestants for two membership seats. 

Two incumbent CEC employees, Legal Department Head Giorgi Santuriani and HR and Workforce Security Department Head Giorgi Kalandarishvili, were selected as the chairpersonship candidates. Santuriani has worked at the CEC since 2018, having worked at the Georgian Young Lawyers’ Association’s Kutaisi office previously for seven years. Meanwhile, Kalandarishvili has held several posts at the CEC since 2008.

The Chair’s seat became vacant after the previous holder, since 2013, Tamar Zhvania resigned on July 1, arguing the move would allow the political parties to elect a new Chair under the recently amended election code, as part of a wider political compromise.

As for the CEC membership candidates, Ana Mikeladze, Tamara Sartania, Lela Taliuri, Maia Zaridze and Gia Tsatsashvili were picked. The two seats became available after the new election legislation increased the amount of “professional” members of the CEC from six to eight, a number that includes the Chair, Deputy Chair and the Secretary as well.  

Now President Salome Zurabishvili has three days to nominate two candidates per post to the Georgian Parliament. 2/3 of votes are necessary for appointing a candidate. If unsuccessful, another vote is held in a week with the same threshold. The third attempt, if necessary, requires a 3/5 majority, while subsequent attempts require a simple majority.

If elected by a majority of less than 2/3, the CEC Chair or member holds their post only temporarily, for six months. 

The Georgian President announced the competition on July 1, with a total of 11 candidates for chairpersonship and 17 for membership applying.

Assessments by CSOs   

Four civil society organizations – Institute for Development of Freedom of Information (IDFI), Georgian Young Lawyers Association (GYLA), International Society for Fair Elections and Democracy (ISFED) and Transparency International Georgia (TI) that were in the selection commission did not support any candidate for CEC chairpersonship.   

Nikoloz Svimonishvili of GYLA said that there were “a lot of reasons” why the selected candidates would not enjoy “high public trust.” “Either the [selection] commission used a very low standard in decision making, or it was a pre-agreed decision,” he noted.  

Giorgi Kldiashvili of IDFI also expressed doubts that the rest of the selection commission  had nominated candidates that were preliminarily agreed upon.

Georgian Dream MP Shalva Papuashvili, who worked on the recently adopted election reforms, accused the CSOs of attempting to foil the CEC Chair selection competition by refusing to vote for a candidate.

He claimed that the CSOs had also acted on pre-agreed terms, pointing to the nomination of Tamara Sartania, Chair of ISFED’s Board, as a CEC member.

Noteworthy that ISFED itself abstained from voting for Sartania, who received unanimous support from the rest of the election commission, CSO representatives and other members included.

The CEC chair candidates are set to fail in garnering unanimous opposition support, as Akaki Minashvili of the United National Movement, the largest opposition group, has said his party is not going to support either of the two.

14th Round of EU-Georgia Human Rights Dialogue

The European Union and Georgia held the 14th round of the annual Human Rights Dialogue by video conference on 6 July, reviewing the human rights situation in the country and the latest developments regarding the 27-member-bloc’s relevant policies.

With the dialogue coming in the aftermath of the July 5 homophobic violence against the subsequently canceled Pride March, Georgia and the EU jointly denounced the “unacceptable” attacks that took place.

The EU and Georgia took note of the latter’s confirmation on having launched probes into the incidents, and discussed the importance of further efforts for addressing hate speech, incitement to hatred and intolerance, said a press release delivered by the EU Delegation to Georgia.

Besides the recent developments, the sides discussed the human rights situation in Russian-occupied Abkhazia and Tskhinvali Region/South Ossetia, obstacles to the return of internally displaced persons to their homes, as well as arbitrary detentions of Georgian citizens by the Kremlin-backed authorities, among others.

The EU also highlighted the importance of full implementation of the April 19 deal. It also encouraged further efforts in combatting domestic violence, discrimination.

Although not participating directly in the dialogue, key Georgian CSOs held consultative meetings with the European External Action Service (EEAS), and the EU Delegation to Georgia about human rights in Georgia. An alternative assesment presented by the civil society argued that despite some steps taken by the authorities, progress remains “unequal.”

The CSOs said that the reforms in this regard are “pro-forma,” and as a result “less reflected” on the wellbeing of the people.

“Violation of journalists’ rights in Georgia has reached a critical point,” said a coalition of local CSOs, arguing the Government has “failed” to guarantee the safety of news professionals during the homophobic violence of July 5-6 in Tbilisi.

The attacks on a total of 53 journalists “went largely unpunished,” the Media Advocacy Coalition noted, as so far police have detained only 12 persons on charges of interference in journalistic activities.

“In light of the unprecedented scale of violence against media,” the 16 signatories called on the authorities to investigate the incidents “efficiently,” and “discontinue practicing hate speech against media and openly support the freedom of journalists to carry out professional duties.”

The Coalition also called on the Parliament to hold a hearing to evaluate measures taken by the Government for protecting citizens during July 5-6 demonstrations.

Georgian Prime Minister Irakli Garibashvili hosted today Azerbaijani Culture Minister Anar Karimov in Tbilisi, with parties discussing the situation in the region, and the recent deal between Yerevan and Buku over the swap of war prisoners with landmine maps, that was brokered by Georgia and the U.S.

PM Garibashvili pledged Georgia’s readiness to take on the role of mediator in the future as well, to “support the dialogue process aimed at peacefully resolving the conflicts in the region,” stated the Government Administration’s press service.

According to the same report, the PM thanked Minister Karimov for Baku’s support for Georgia’s sovereignty and territorial integrity, and on his part reiterated support to the territorial integrity of Azerbaijan.

The Culture Ministry of Azerbaijan reported that cooperation in the culture and humanitarian areas were the focus of the meeting. 

As part of the trip to Tbilisi, the Azerbaijani Culture Minister previously on July 6 met his Georgian colleague Tea Tsulukiani, Foreign Minister, Deputy PM David Zalkaliani and Tbilisi Mayor Kakha Kaladze.

Tbilisi, Tskhinvali Representatives Discuss Irrigation in Ergneti

Tbilisi security officials sat down today with Kremlin-backed authorities of Tskhinvali Region/South Ossetia to discuss ensuring water supply to villages adjacent to the dividing line during the irrigation season, at a technical meeting under the Ergneti IPRM format. 

The irrigation water supply was running low due to the heat, and to resolve the problem the sides outlined several measures that will be carried out in the following days, noted Irakli Antadze of the State Security of Georgia (SSG).

The SSG official said that a deal between Tbilisi and the Tskhinvali authorities on allowing irrigation streams to the villages in the vicinity of the occupation line was struck two years ago and still stands. Antadze presumedly referred to the Tiriponi Irrigation Canal, headstream of which is controlled by Tskhinvali, and supplies settlements on both sides of the dividing line.

Following the 2008 Russo-Georgian war, the Kremlin-backed authorities had closed the water source for the canal, leaving dozens of villages on both sides of the occupation line without irrigation supply for years.

According to information received by Civil.ge in November 2020 from an official source that wished to stay anonymous, Tbilisi is also undertaking repair works of the canal.

101th Ergneti IPRM meeting is slated for July 13, where Tbilisi officials will reiterate the call for the release of Zaza Gakheladze and Genadi Bestaev, Georgian citizens detained arbitrarily by the occupying forces. The issue was discussed at today’s technical meeting as well, as said by SSG’s Antadze.

The IPRMs format was established under the Geneva International Discussions to address the security concerns and developments on the ground on a regular basis, and involves officials from Tbilisi on the one hand and representatives of Tskhinvali and Sokhumi authorities on the other in two, separate meetings, as well as representatives of the Russian border troops.
