Police Arrest 8 More for Attacks on Journalists, Pride Office

The Interior Ministry stated today that Police have arrested five more persons for assaulting journalists and interfering with their activities, and three persons for raiding Tbilisi Pride office, during the homophobic pogroms of July 5 against the subsequently-canceled Pride March.

Two of the detainees verbally and physically attacked TV Pirveli journalists at the office of Shame Movement, the Interior Ministry reported. While the three persons assaulted an Interpressnews agency photo-journalist in downtown Tbilisi, according to the report.

The Interior Ministry said all five were detained on charges of participating in group violence (Article 225.2), Criminal Code), unlawful interference with journalist’s professional activities (Article 154.2), and persecution using violence or threat of violence (Article 156.2a).

Meanwhile, the three other detainees that allegedly raided the Pride Office were detained on charges of participating in organized group violence (Article 225.2), persecution using violence or threat of violence (Article 156.2a), and unlawful entry into a property in a group (Article 160.3a).

Overall fifteen arrests have been made in the criminal probes over the July 5 developments.

“The brutal attacks against journalists in Tbilisi represent a major setback for press freedom in Georgia,” said Jeanne Cavelier of Reporters Without Borders (RSF) in response to attacks on 53 journalists during the July 5 homophobic violence spree.

Cavelier, the head of RSF’s Eastern Europe and Central Asia desk, stressed that “the intensity and coordination of the violence were unprecedented.” Condemning “culpable passivity shown by the Georgian authorities” during the developments, the RSF statement called on the government to “prosecute all those responsible for acts of violence against news professionals.”

The Reporters Without Borders mentioned several incidents from July 5, including an assault on Ilia Tvaliashvili, a Georgian Public Broadcaster cameraman, who sustained burns to his eyes after a chemical attack. It cited also online media outlet Tabula’s journalist Mako Jabua being hit in the head with a stick, and Interpressnews agency’s photojournalist Giorgi Nikolishvili receiving a concussion.

“Journalistic equipment was also targeted. Cameras, microphones and smartphones were snatched and smashed,” added the RSF, adding that TV channel crews had to resort to fleeing the demonstration or concealing their press accreditation to avoid being attacked.

As of July 8, the police have already arrested twelve persons for violence against journalists and interference with their professional activities.

Two civil society organizations have severed ties with the Save Rioni Valley movement, at the forefront against the eight-month-long protest against the construction of Namakhvani HPP in western Georgia, over their participation in a July 5 anti-Pride rally and anti-LGBT rhetorics.

Social Justice Center and Green Alternative said they cannot continue cooperating with the movement after its leaders attended the Church-organized protest prayer in Tbilisi, amid various homophobic groups’ violence spree against journalists.

The movement leaders choosing to “stand on the side of the anti-democratic and inhumane forces” rendered our alliance in the fight against “unfair” energy policy impossible, stated the Social Justice center on July 6.

Green Alternative argued on July 6 the Riony Valley activists “discredited” their movement by participating in the counterprotest, and took an “unacceptable” stance against Pride.

The latter referred to a July 2 statement by Save Rioni Valley that argued the LGBT+ rights issue had become a tool of “political blackmail.” Chastising Pride Week, the movement said the event was “clearly propaganda for non-traditional lifestyle” and “went against public opinion.”

The controversial statement became subject to criticism from LGBT+ rights activists as well, including the Director of Tbilisi Pride, Giorgi Tabagari who said his expectations about the Namakhvani movement leaders “were not met.” Previously, key LGBT+ rights groups, Tbilisi Pride and Equality Movement, had backed the Save Rioni Valley movement’s cause. 

While the violent events unfolded in Tbilisi on July 5, Varlam Goletiani, Namakhvani activist leader denounced the attacks that took place and disavowed the hate groups. He stressed the Save Rioni Valley movement leaders had merely answered the Church’s call to peaceful protest.

Tensions between LGBT+ friendly groups and the Save Rioni Valley movement first arose in May, when the Namakhvani protest leaders arrived from western Georgia to Tbilisi and rallied for several days.

The protests, enjoying support from both progressives and ultraconservatives, were marred by two incidents as a hate group leader in attendance, Guram Palavandishvili, confronted Shame Movement activists for wearing a rainbow armband, and forced them to leave. In another reported incident, Palavandishvili and his son allegedly tore apart a banner held by LGBT+ activists.

Namakhvani protest leader Varlam Goletiani had disavowed violence, and called for tolerance and unity at the rallies. “We will defend the right [to protest] of every person that comes here … if we want to unite we must be able to stand together,” he asserted on May 25. 

Namakhvani HPP is a major project in western Georgia’s Rioni Valley, through which the government hopes to enhance its energy security. But locals, activists and CSOs cite environmental issues as well as contractual terms with the private investor as a risk. A mediation process is underway, and the authorities have voiced plans to review the existing contract.

European Commissioner for Neighborhood and Enlargement, Olivér Várhelyi and Georgian Prime Minister Irakli Garibashvili held a press conference after their meeting today, discussing economic recovery, Georgia’s judicial and electoral reforms, and the July 5-6 far-right violence.

Commissioner Várhelyi said the 27-member bloc has identified “connectivity” as Georgia’s key vulnerability, and the EU’s new Economic and Investment Plan for the country will be targetted at improving transportation, infrastructure, access to electricity and internet, as well as links across the Black Sea to benefit from its “unused” potential.

He expressed his hope that Georgia has left behind its political crisis, to focus on economic recovery and further development, pledging EU support in the process. The Enlargement Commissioner argued the new Plan could allow Georgia to “skip some of the development stages” and catch up with the 27-member-bloc.

The Plan envisages allowing Georgia to attract EUR 3.9 billion in funds, of which EUR 1.175 billion will be a grant, while the rest will be provided via investments and loans.

Besides the economy, Commissioner Várhelyi highlighted the importance of election and judiciary reforms in Georgia. Highlighting that reforms related to the rule of law are “fundamental” to EU-Georgia cooperation, the Commissioner said: “We will need to press ahead.”

Touching upon the July 5-6 events, the Commissioner asserted “there is no place” for violence and vandalism, and called for all responsible persons to face justice. In response to a reporter’s question about far-right groups taking down the European flag yesterday, Commissioner Várhelyi said rather than the act it is more important for him that Parliament Speaker Kakha Kuchava “himself put back the flag where it belongs.”

Prime Minister Irakli Garibashvili stated the EU’s economic initiative “perfectly” aligns with the government’s views for Georgia’s long-term development, and is “of utmost importance” to the country and its future. “This is something specific and tangible that our country and people can receive from the European Union,” said the Georgian PM about the Plan.

Denouncing the violence spree on July 5-6, the Prime Minister vowed that law enforcement authorities will investigate every attack that took place and “respond appropriately.” Arguing neither the Georgian Orthodox Church nor the Government and the people would have benefited from the developments, the Georgian PM asserted the disturbance was instead in the interest of a “hostile state” and “radical opposition.”

The EU Commissioner also met today Foreign Minister David Zalkaliani. After departing from Tbilisi, he will continue the South Caucasus trip in Azerbaijan and Armenia.

European Commissioner for Neighborhood and Enlargement, Olivér Várhelyi began his first, July 6-9 visit to South Caucasus in Georgia, where he has already met Parliament Speaker Kakha Kuchava, lawmakers, and Georgian Orthodox Church Patriarch Ilia II.

The Enlargement Commissioner said he talked with Georgian lawmakers today about the July 5-6 events in the capital, stressing “violence and vandalism are utterly unacceptable.” He highlighted that freedom of expression should be upheld, “unhindered by violence or any discrimination.”

Commissioner Várhelyi welcomed that the European flag has been raised again outside the Parliament, after hate groups took it down and burned it.

MPs of all political parties – including Speaker Kakha Kuchava and Education Committee Chair Shalva Papuashvili from Georgian Dream, Khatia Dekanoidze of the United National Movement, Badri Japaridze of Lelo, Aleksandre Rakviashvili of Girchi – attended the meeting at the legislature.

“Now all parties should sign the April 19 political agreement and work together to implement it,” said Commissioner Várhelyi, alluding to the UNM, the largest opposition group which refrained from joining the deal.

Meeting the Georgian Patriarch on July 6, the Enlargement Commissioner vowed that EU support to Georgia’s territorial integrity “will continue and be more effective,” reported the Georgian Orthodox Church. Commissioner Várhelyi also visited several Georgian cathedrals, including the Jvari Monastery in Mtskheta, according to the same report.

The Commissioner is visiting Georgia to, among others, present the Economic and Investment Plan for the Eastern Partnership, which mobilizes “EUR 2.3 billion to leverage up to EUR 17 billion investments.” He said the Plan will support connectivity across the Black Sea, including via “ferry lines linking Georgia with the EU countries.”

Commissioner Várhelyi is also set to meet Prime Minister Irakli Garibashvili and Foreign Minister David Zalkaliani during his stay in Tbilisi, after which he will travel to Azerbaijan and Armenia.

Police detained 100 persons on administrative offenses and 2 on criminal charges during the violent far-right protest that gathered again in Tbilisi yesterday, this time to rally against the anti-violence, pro-LGBT+ “For Freedom” demonstration held in response to the homophobic pogroms of July 5.

During a tense standoff on Rustaveli Avenue, the Georgian capital’s main thoroughfare, the violent groups threw wooden sticks, pebble-filled plastic bottles, glass bottles and what appeared to be pyrotechnics at the “For Freedom” protesters, separated from them by police cordons. The homophobic the far-right demonstrators broke the police lines several times.

The Interior Ministry said on July 7 the counterprotest “exceeded the limits of the law on freedom and peaceful assembly,” and took on a violent form. Of the 100 detainees, law enforcement released 68 on parole, while 32 remain in temporary detention, according to the latest report.

Police also arrested one person on charges of interference with journalist’s professional activities and violence, for assaulting a Palitra News TV cameraman. Another person apprehended on criminal charges allegedly attacked and damaged a patrol police car window.

Following the hours-long tensions, after the “For Freedom” rally participants were largely gone, the police escorted the journalists, leaving the radical protesters to continue their rally in front of the Parliament. The hate groups took down and burned the EU flag.

Parliament Speaker Kakha Kuchava early today morning raised the banner back again, stating that “lowering the EU flag is inadmissible.” “Our strategic partners constantly stand guard to Georgia’s sovereignty and territorial integrity,” he highlighted.

More arrests over violence spree against journalists

Police arrested four more persons over a violence spree that erupted at the July 5 counterprotest against the subsequently canceled Pride March, which led to attacks on more than 50 journalists.

Interior Ministry stated two persons were arrested for assaulting the journalist and the cameraman of TV Pirveli, and two more for verbally and physically abusing Mtavari Arkhi TV cameraman. Both incidents took place on Rustaveli Avenue.

The Interior Ministry said it is leading the investigation under Articles 154 (2), 156 (2a) and 225 (2), involving interference with the journalist’s professional activities using violence, persecution with violence or threat of violence, and participation in organized group violence.

Overall seven arrests have been made in the criminal probe, according to the latest report.

Far-right homophobic protesters took down and burnt the European flag outside the Parliament of Georgia, minutes after police allowed them around 23:45 to take over the parliament square after the anti-violence, pro-LGBT+ rally left the scene. Police did not prevent the move, despite being heavily present in the area.

Hundreds of radical right protesters reclaimed Georgia’s favorite street protest site following hours-long skirmishes with police, which separated the homophobic mob from the silent “for freedom” rally that was organized by the opposition and civic activists, and joined by Tbilisi Pride activists.

The latter, which began at 20:00, and ended around 23:00, was called to condemn July 5 violence in Tbilisi downtown against the now-canceled Pride March, which left at least 53 journalists verbally and physically assaulted at the hands of far-right and church-motivated groups.

This is the second time in a row that the European flag was removed from the Parliament. On July 5, radical groups primarily led by Levan Vasadze affiliated alt-right group had the European banner taken down for hours.

Opposition, Activists, Tbilisi Pride Hold Silent Rally ‘for Freedom’

Several thousand opposition supporters, civic activists and ordinary citizens held silent rally outside the Parliament building on Rustaveli Avenue, the Georgian capital’s main thoroughfare, to protest yesterday’s homophobic pogroms against now-cancelled LGBT Pride March, that left over 50 journalists injured.

Right-libertarian Girchi-More Freedom party leader Zurab Japaridze of Girchi, European Georgia party, and civic activists have called on their supporters to protest against violence and for freedom of expression and assembly earlier today. Opposition parties are accusing the Georgian Dream Government of organiing and encouraging violent homophobic groups yesterday.

Tbilisi Pride activists also joined the rally “for Freedom.” Noting that “it was a hard day for Georgian democracy yesterday,” the LGBT+ activist group earlier today called on its supporters, who could not attend the cancelled pride to join the silent rally today.

“We didn’t manage to march yesterday as planned, but we brought Pride spirit in front of the parliament today! Violence won’t prevail Georgia!,” tweeted Giorgi Tabagari, Tbilisi Pride organizer.

In parallel to the anti-violence rally, various homophobic groups, including Guram Palavandishvili, founder of the Society for Children’s Rights, and his supporters, as well as priests have gathered nearby the Parliament, outside the National Gallery for a counter-protest. The far-right protesters, mainly young men, were also gathered on the other side of the Parliament, near the Youth Palace.

Tensions mounted multiple times as homophobic crowds kept trying to break police lines and were throwing stones, glass and stone-filled plastic bottles, petards, and small metal rods, among others, against anti-violence, pro-LGBT+ rally.

The Patriarchate of the Georgian Orthodox Church called “for peace,” and deemed verbal and physical attacks as “unacceptable.”

Azerbaijani Culture Minister Visits Tbilisi

Azerbaijani Culture Minister Anar Karimov is visiting Tbilisi, where he met on July 6 his Georgian counterpart Tea Tsulukiani, and Foreign Minister David Zalkaliani.

Minister Karimov said he discussed with Minister Tsulukiani the protection of cultural heritage, museum cooperation, creative industries, cinematography and other issues of mutual interest.

At the meeting with FM Zalkaliani, the Azerbaijani Culture Minister noted he talked about multilateral cultural cooperation, and informed the top Georgian diplomat of Baku’s efforts “to restore cultural heritage in liberated areas of [Nagorno-] Karabakh.

Georgian Foreign Ministry stated the two officials discussed “existing strategic relations,” key directions of cooperation in culture, and future prospects and initiatives. “It was noted at the meeting that planning and carrying out joint projects is important for ensuring stability and peace in the region,” the Ministry statement added.

In a statement denouncing violence, Georgian Orthodox Church said it is a “very unfortunate fact” that people, including journalists, received injuries during yesterday’s anti-Pride rally, but argued that “responsibility must lie first of all with Tbilisi Pride organizers.”

The Church slammed late on July 5 Pride March organizers for planning the event “without taking into account the existing reality in the country,” as a result “putting Western values at great risk of discrediting.”

The planned event contained signs of “moral, psychological and ideological abuse against our populace and future generations, which would have definitely prompted a sharp response,” the Church claimed.

The Georgian Patriarchate went on to cite Article 10 Paragraph 2 of the European Convention on Human Rights which stipulates that the exercise of freedom of expression “since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others…”

The international community has denounced violence that erupted on July 5 during the anti-Pride rally in Tbilisi, also the attacks on journalists and called for holding wrongdoers accountable.

Ned Price, U.S. State Department Spokesperson stressed that “Georgia’s leaders and law enforcement are obligated to protect the Constitutional rights to freedom of expression and assembly and prosecute those participating in violence.”

The United Nations Human Rights Office condemned “threats and assaults at Tbilisi Pride 2021 venues on journalists and organizers,” also calling on Georgian authorities to protect participants in peaceful assemblies, and to investigate violence and discrimination against LGBT+ people.

CoE Commissioner for Human Rights Dunja Mijatović dubbed the violence spree a “woeful illustration of repeated threats LGBTI people face in Georgia.” She reminded Georgian authorities of human rights obligations “to uphold free expression and assembly, ensure demonstrators and journalists’ safety and punish the perpetrators of attacks.”

“We condemn the violent clashes today ahead of Tbilisi Pride 2021, leading to its cancellation after threats to the LGBTI community and attacks on journalists. Freedom of expression and peaceful assembly must be ensured and protected by the state,” said Daniel Holtgen, CoE Spokesperson.

OSCE/ODIHR also voiced concern over the violence and the cancellation of the Pride March, supposed to be held yesterday. “Each of these targeted attacks against activists, journalists, and their property must be swiftly and thoroughly investigated,” it stressed.

“Violence and threats aagainst journalists and LGBTI, including pride, are unacceptable,” stated Foreign Ministry of the Netherlands, calling on Georgian leaders and law enforcement to “protect those who exercise their Constitutional rights to freedom of assembly and expression.”

“When Georgian leaders, instead of acting in their mandate as guarantors of Constitution, speculate with this topic and fail to properly condemn the perpetrators, they only encourage the violence,” noted MEP Viola von Cramon (The Greens/EFA, Germany). “When a violent group beats up journalists and LGBT+ [people] while the Georgian Government watches, it is a dangerous sign of crumbling rule of law,” she added in another tweet.

Denis Krivosheev, Amnesty International’s Deputy Director for Eastern Europe and Central Asia argued that “instead of planning for this turn of events and providing a robust response to violence, the government deployed inadequately small numbers of policemen who were only reacting to violent attacks, rather than providing an organized protection for LGBTI activists.”

A joint opposition statement released today in the aftermath of July 5 homophobic pogroms accused the Georgian Dream Government of “encouraging and organizing” the massive violence.

The thirteen opposition parties and movements – including the United National Movement, European Georgia and Strategy Aghmashenebeli – argued the ruling party has allied itself with “anti-Western, violent groups.” “The democratic political spectrum and the whole public must focus on the change of government,” they stressed.

“The deliberate inaction by police against the massive violence is shocking,” the opposition parties noted, claiming the Interior Ministry had ordered officers to stand down.

The statement highlighted that “instead of putting a stop to the violence the authorities shifted the responsibility to the opposition and the victims, which confirms they plan to encourage further violence and intimidate the public instead of guaranteeing the safety of peaceful citizens.”

The other signatories are Girchi – More Freedom, Droa Movement, Free Democrats, Progress and Freedom, Democratic Movement – United Georgia, Law and Justice, Civic Alliance for Freedom, Christian – Democratic Movement, For Justice and Victorious Georgia. 

A silent protest rally against violence is planned in front of the Parliament building at 20:00 today. Zurab Japaridze of Girchi, the European Georgia party, civic activists have called on their supporters to come out.

Police have arrested three persons for assaulting journalists and interfering with their professional activities, following yesterday’s homophobic violence spree that led to attacks on 55 persons, including 53 media representatives.

The three suspects attacked, in separate incidents, journalists of TV channels Mtavari Arkhi and Rustavi 2, and online media outlets Tabula and Newposts. It was not immediately clear from the Interior Ministry statement if the suspects acted as a group.

Under the ongoing investigation into yesterday’s mob violence, the Interior Ministry said police have already questioned 25 media representatives, and are examining video footages of the incidents.

The Interior Ministry has said it is also leading probes into attacks on Tbilisi Pride and Shame Movement, Human Rights House offices over damage or destruction of property (Article 187, Criminal Code). As the attack on the latter, allegedly with pyrotechnics, left one injured, the police are also investigating the case under Article 126, violence.

Over the course of yesterday’s violent anti-Pride rally, the Interior Ministry said it detained eight persons on administrative offenses as well.

Denouncing the attacks on journalists as “categorically unacceptable,” Prime Minister Irakli Garibashvili said: “Police are working actively … every person [attacker], who committed violence,  will be identified and punished.”

TV channels amend strategy for covering hate groups

Some television channels have come out with amended strategies on covering activities of hate groups, following yesterday’s violent developments.

Rustavi 2 TV stated it will not cover events organized by such groups. “Our channel’s broadcast will not be dedicated to persons and [group] leaders that openly use hate speech, incite violence and aggression, make homophobic, xenophobic or other similar similar statements,” said the channel on July 5.

Meanwhile, Imedi TV director Nika Laliashvili noted the channel will not invite in the studio or interview representatives of violent groups, but will cover the events as the public must be “fully” and “objectively” informed. “The people [viewers] will distinguish between good and bad themselves,” he added.

During yesterday’s events, several television channels also decided to remove their crews from the site of violence as well. “Today was the first time the government forced us to put away our microphones and leave the epicenter of the conflict,” said TV Pirveli journalist Inga Grigolia.

Following a more than a year-long closure, Enguri crossing point that links Russian-occupied Abkhazia to Georgia proper has been re-opened by the Kremlin-backed authorities, the State Security Service of Georgia (SSG) reported.

Starting July 5, any persons who hold the “so-called permission for movement” are allowed to cross the passage, Tbilisi said. The closure, imposed by Sokhumi in February 2020 citing coronavirus fears, was previously eased in February 2021, enabling only elderly, pensioners and people with special needs to travel.

The SSG said it was informed on the development through the European Union Monitoring Mission-administered hotline. The EUMM dubbed the re-opening after 478 days of closure “a positive development allowing for a greater freedom of movement for the conflict-affected population.”

Enguri crossing point is the only functioning passage along the dividing line between Abkhazia and Georgia proper.

Georgian President Salome Zurabishvili visited earlier this evening Tbilisi’s New Hospitals clinic, where she met with journalists injured by homophobic crowds. She said four journalists and cameramen were admitted to the New Hospitals today.

Expressing solidarity to media representatives and condemned the violence, President Zurbaishvili said, “we do know no longer our main values, and apparently, we have forgotten that tolerance that [guided us] for centuries.”

Noting that “this is unacceptable,” the President asserted “this is not Georgia that I know of, these are neither Georgian traditions, nor faith, not future we want for this country.”

According to Mediachecker, a local watchdog, at least 48 journalists were targeted and attacked in various locations in central Tbilisi throughout the day, as far-right radicals and Orthodox Church and parish protested against Tbilisi Pride March.

Georgian civil society organizations criticized today the Government over the failure to defend the Constitution and to prevent violence perpetrated by far-right and church-led homophobic crowds.

The Georgian Young Lawyers’ Association lambasted Prime Minister Irakli Garibashvili’s statement over calling Tbilisi Pride March “inappropriate,” noting that “shifting of responsibility to peaceful demonstrators further exacerbates the already tense background, also incites violent actions by homophobic groups, and in fact gives carte blanche to violence.”

GYLA also said, “the Ministry of Internal Affairs failed to ensure the effective management of the process and the mobilization of an adequate number of police forces, which further contributed to the aggravation of the process.”

The International Society for Fair Elections and Democracy (ISFED) said “state institutions have failed to uphold the rights of citizens guaranteed by the constitution, which is why the organizers of the Pride Week had to postpone the announced peaceful assembly today.” “The law enforcement agencies did not effectively prevent the cases of violence in the streets of Tbilisi.”

Transparency International Georgia said, “although there have been a number of threatening statements made recently by members of those violent groups, the measures taken by the authorities have proven ineffective.”

“Prior to the media crackdown, Prime Minister Irakli Garibashvili stated that he considered the July 5 march unreasonable and that the revanchist radical opposition was behind its organizers. The Prime Minister of Georgia has practically encouraged violence through this statement,” noted the CSO.

Homophobic Pogrom: President Condemns Violence

President Salome Zurabishvili condemned “violence of any forms” and persecution of people for “different opinions or gender identity,” in a July 5 statement following the anti-Pride disturbance that left multiple persons, including journalists, injured.

The Georgian President called on law enforcement agencies to ensure public order and put a stop to any acts of violence. “Any incitement that supports radical actions, polarization among the public, fuels confrontation, harms the country and endangers the stability of the state is unacceptable,” she stressed.

President Zurabishvili also denounced violence against journalists and interference in their activities, as well as attacks on the offices of the Tbilisi Pride and Shame Movement.

“Everyone has the right to enjoy their constitutional right and express their opinions,” she highlighted.

Some 20 diplomatic missions to Georgia have denounced today’s attacks that took place during the Tbilisi Pride counter-rally, and “the failure of the government leaders and religious officials to condemn this violence.”

Stressing that participation in peaceful gatherings is a human right guaranteed by the Georgian constitution, the joint statement highlighted that “violence is simply unacceptable and cannot be excused.”

The diplomatic missions called for prosecuting “to the full extent of the law” the persons who incited or committed the violent acts.

“We call on all Georgia’s leaders and law enforcement to act swiftly to protect those exercising their Constitutional rights to freedom of expression and assembly, to protect journalists exercising freedom of the press, and to publicly condemn violence,” the signatory missions asserted.

A foreign man has been stabbed in Tbilisi in an alleged homophobic attack for wearing an earring, amid today’s mass violence that erupted during the anti-Pride rally organized by far-right groups, media reports say.

The stabbing took place on Kosta Khetagurovi street, just some 800 meters away from downtown Tbilisi, the epicenter of the violent counter-rally which left multiple persons injured. Formula news cited an eye-witness account that the victim was a tourist, who the attackers perceived to be gay.

They allegedly beat the man up first and then stabbed him with a knife, according to media reports.

Interior Ministry said it detained one Georgian citizen on the spot, on charges of attempted intentional murder (Article 19-108, Criminal Code). The police report did not confirm if there were any other attackers involved in the incident, and whether they were part of the counter-rally against today’s Pride March, canceled since.

The Ministry statement cited the detainee’s relatives as saying the attacker suffered from mental issues. The crime envisages a prison term from 7 to 15 years.

Opposition parties pointed fingers at Prime Minister Irakli Garibashvili for “encouraging” today’s violence that erupted at a counter rally against the Pride March, since canceled, leading to multiple attacks on journalists and mob raids on Shame Movement and Tbilisi Pride offices.

PM Garibashvili alleged early on July 5 that “radical opposition” headed by Ex-President, United National Movement’s Mikheil Saakashvili is behind organizing the Pride March to sow “unrest” among the public, and argued Tbilisi Pride should call off holding the event in an open space due to “civil confrontation” risks.

Lelo for Georgia: “With its position, the government refused ensuring constitutional rights and order. This means that a typical Russian-style governance model is being implemented in the country. The government turned its back on the civilized world founded on rule of law…”

Strategy Aghmashenebeli: “The state is responsible for everything that is happening in the country today in the name of faith and morals – assaults on journalists, raids on offices. The government, instead of fulfilling its duty to ensure order and that everyone is equal before the law, cannot surpass its narrow agenda and encourages and organizes the violence.”
